Section 1 finds elemental phosphorus is crucial to military readiness and national defense. It is also an important ingredient in modern lithium-ion batteries. Therefore, phosphate was designated a critical mineral on November 7, 2025 by the Department of the Interior. This mineral is also a critical precursor for glyphosate-based herbicides. These herbicides enable farmers to efficiently and cost-effectively produce and livestock feed. However, we have to import enough to meet the needs of our Nation.
Section 2 directs the Secretary of Agriculture to insure our Nation has enough of this elemental phosphorus to meet our needs, keeping in mind that the President wants domestic production to take precedence over importing.
Section 3 confers immunity to domestic producers of this critical mineral.

My first thought was "all bark and no bite" and second was "why go through this process with no actual consequences?"
S3705 - Semiquincentennial Congressional Time Capsule Act was introduced by Thomas Tillis (R-NC) on January 27, 2026. This bill had 3 cosponsors (1 Republican and 2 Democrats). The purpose of this bill is to create a congressional time capsule in commemoration of the semiquincentennial of the US the contents of which will be determined by The Office of the Speaker of the House of Representatives, Office of the Minority Leader of the House of Representatives, Office of the Majority Leader of the Senate, and Office of the Minority Leader of the Senate and include a letter from each of these people as well as any other item these 4 people decide needs to be included. The letter (and other items) must be durable like metal or archival paper. The Time Capsule shall not be more than 50 inches wide, 32 inches deep, and 48 inches high. The Architect of the Capitol is responsible for preparing the Time Capsule to be sealed and buried at the Capitol Visitor Center. The location of the burial will be determined by the Architect with the approval of Committee on Rules and Administration of the Senate and the Committee on House Administration of the House of Representatives, on or before July 4th, 2026. The Time Capsule is scheduled for unsealing on July 4, 2276.
It's not like DC is not a repository for information that should be preserved for future generations that something 'special' needed to be done this year. As far as I can see, this is a simple waste of taxpayer funds.

This notice continues EO 13566 signed February 25, 2011 which was expanded in EO 13726 signed April 19, 2016 because of the ongoing violence in Libya and human rights abuses, among other reasons. Therefore, this notice is extended until February 25, 2027.
Continuation of the National Emergency With Respect to Cuba and of the Emergency Authority Relating to the Regulation of the Anchorage and Movement of Vessels, signed February 13, 2026. This notice continues Proclamation 6867 signed March 1, 1996; Proclamation 7757 on February 26, 2004; Proclamation 9398 signed February 24, 2016; and Proclamation 9699 signed February 22, 2018. It has been determined that the Cuban government will not refrain from excessive use of force against US vessels or aircraft that may engage in memorial activities or peaceful protest north of Cuba. Therefore this notice continues the national emergency of these Proclamations.
