Children's Health Day, German-American Day, Ambler Road Alaska, Activating The National Guard In IL, US Constitution Article II, and More

President Calvin Coolidge established National Children's Health Day as May 1, 1928. Congress followed this up by enacting Child Health Day in 1929 with the intention of raising awareness of the necessity to protect and develop the health of our children. It was codified as PL 105-225 112 STAT 1253 on August 12, 1998 and the 1st Monday of October [§ 105] was designated as the day to celebrate. Of course, there is the promotion of making sure "vaccinations are up to date." In 1932, Harriet Silverman a labor activist, declared the day a hypocrisy. She said providing food, clothing, shelter, and medical care were more important than providing words, citing President Hoover's address where he blamed poverty on the parents "The ill-nourished child in our country is not the product of poverty; it is largely the product of 'ill-instructed children and ignorant parents'." Silverman thought that holding events in which the emphasis was on clothing, providing free lunches in school, and volunteered free medical care for children was more important. Over time, the message for Child Health Day has morphed to "physical & mental health and safety" of children and includes prenatal care, environmental hazards, and adolescent issues.

On October 6, 2025, the White House released the Presidential Message on Child Health Day in which President Trump reminds us of the actions he and his Administration have taken to help Make Children Healthy Again, the latest being the EO Unlocking Cures for Pediatric Cancer with Artificial Intelligence discussed in my October 1, 2025 ANP Article. The President writes:

Today, the First Lady and I join our fellow Americans in renewing our resolve to champion the well-being and health of the youngest among us.  For nearly 250 years, our Nation has been sustained by the vision and strength of younger generations—and under my leadership, American children will once again grow, thrive, and lead us into a bigger, brighter, and healthier future.

On October 6, 1683, German Mennonites settled near Philadelphia in what would later be called Germantown. The Mennonites were originally from Krefeld, Germany. The founding of Germantown would be celebrated sporadically during the 1800s. On August 28, 1891, the Ann Arbor Argus published the speech of Paul G. Suekey which was given at the Manchester Celebration of German-American Day Why German Day Is Celebrated (click on the image below to enlarge it).

But they were not the first Germans to land in the Colonies. The earliest record of German-speaking residents were found in Saint Augustine, Florida from the 1570s. Dr. Johannes Fleischer the Younger arrived in Virginia in May 1607. He was a botanist and physician. He died August 1608 from one of the many diseases present in that first colony. He was followed by a group of German glassmakers and carpenters who arrive aboard the vessel Mary and Margaret who arrived in the colonies around October 1, 1608. German mineral specialists and saw-millwrights followed in 1620, settling in the Virginia colony.

German-American Day was first proclaimed in 1983 by President Ronald Reagan to honor the 300th anniversary of the founding of Germantown, Pennsylvania. On August 11, 1988, SJR 273 designating October 6, 1988 as German American Day became PL 100-392. By 2024, almost 44 million people self-report having German ancestry.

On October 6, 2025, the White House released the Presidential Message on German-American Day, 2025 acknowledging the assistance the Continental Army received from German military officer Friedrich Wilhelm von Steuben gave to assist in creating a unified and disciplined fighting force which paved the way for our Independence. President Trump writes:

This German-American Day, we honor the determination, courage, resilience, and towering contributions of German-Americans throughout our national story. Above all, we pledge to forge a future that strengthens our shared values and upholds America as one Nation under God.

On October 6, 2025, President Trump issued the Presidential Memorandum Decision of the President and Statement of Reasons on 2025 Ambler Road Appeal announces that President Trump approved the application made by the Alaska Industrial Development and Export Authority on June 6, 2025. He also approves the 2016 revised consolidated application for the Ambler Toll Road in Alaska. In the Memorandum, he directs each Federal agency to issue such authorizations that are necessary to enact this decision. The memorandum links to the 27-page pdf Decision of the President and Statement of Reasons explaining the reasoning behind the approval.

The accompanying Fact Sheet President Donald J. Trump Approves Ambler Road Project to Unlock Alaska’s Mineral Potential explains how this decision will release Alaska's resource potential of copper, cobalt, gallium, germanium, and other natural resources. The US government is now a 10% shareholder in Trilogy Metals with warrants to purchase an addition 7.5%. This decision overturns the Autopen Administration's 2024 rejection of Ambler Road. President Trump believes these actions will ensure American prosperity and enable the US to harness natural resources other administrations have set aside. The Fact Sheet cites President Trump's previous energy EOs which were discussed in my May 4, 2025 ANP Article: EO 14156 Declaring a National Energy Emergency; EO 14241 Immediate Measures to Increase American Mineral Production; EO 14153 Unleashing Alaska's Extraordinary Resource Potential; EO 14154 Unleashing American Energy; and EO 14272 Ensuring National Security and Economic Resilience Through Section 232 Actions on Processed Critical Minerals and Derivative Products.

On October 6, 2025, President Trump issued the Presidential Memorandum Department of War Security for the Protection of Federal Personnel and Property in Illinois giving a brief history of the situation in Illinois particularly in and around Chicago and the attacks on ICE and FPS (Federal Protective Services). In this memorandum, President Trump officially calls into Federal service of a minimum of 300 Illinois National Guard under Title 32 and 10 UC 12406. The NG members will provide protection services for ICE, FPS, and other US government personnel who are executing Federal law in the State of Illinois for a duration of 60 days or at the discretion of the Secretary of War. The Secretary of War is directed to delegate actions necessary for coordination between the Department of War and the State of Illinois and Chief of the National Guard Bureau.

In conjunction with the above Presidential Memorandum, the White House published the article Chicago Mayor’s “ICE-Free Zones” Shield Violent Criminal Illegals, Abandon Citizens calling Chicago Mayor's declaration of "ICE-free zones" a betrayal of every law-abiding citizens. Here are some of the criminal illegals Chicago & Illinois Democrats were trying to keep from being arrested by ICE:

  • Stefan Cseve, an Austrian national with convictions for sexual assault, aggravated criminal sexual assault, aggravated criminal sexual abuse, numerous sexual predator in a public park offenses, child sex offender loitering, violation of the sex offender registry and pending charges for murder and rape or sexual abuse of a minor.
  • Refugio Ramirez-Larios, a Mexican national with convictions for felony possession of a weapon, concealing homicidal death, possession of cocaine, weapon offense, crimes against a person, and traffic offenses.
  • Angel Galindo Viveros, a Mexican national with convictions for armed carjacking, armed criminal action, driving a vehicle without a license, possession of a firearm by a felon, robbery, and traffic offenses.
  • Yushell Alejandro Yin Del Toro, a Mexican national with convictions for domestic violence, battery, two counts of resisting an officer, and two pending charges of assault.
  • Blanca Cecillia Sanchez-Sanchez, a Venezuelan national and confirmed member of the brutal Tren de Aragua gang.
  • Antonio Rosales-Rodriguez, a Mexican national with convictions or arrests for domestic violence, theft, DUI, and criminal transmission of HIV.
  • Cristobal Carias Masin, a Salvadoran national with convictions for statutory rape, fraud, and aggravated felony, and pending charges for assault and failure to register as a sex offender.
  • Jose Sanchez-Torres, a Mexican national with convictions for exposing himself to a child, domestic violence, and driving without a license. He was ordered removed from the U.S. in 2004.

Illinois has filed a lawsuit (discussed in the Lawfare section below) attempting to keep President Trump from Federalizing the Illinois NG.

On October 6, 2025, the White House published the article POLL: Americans Want Democrats to END Their Shutdown discusses the Harvard CAPS/Harris poll where they found 70% of respondents oppose the Democrat shutdown, 65% say Democrats should accept the "clean" CR; 62% say enough Democrats will finally give in to reopen the government, and 55% say Democrats are simply trying to appease their base. See the full results here. Sara Dorn writing for Forbes reported on the October 6, 2025 Senate vote on the CR to open the government (it failed again 52-42): 

Democrats submitted a measure [S 2882] that was defeated 50-45. Republicans submitted the SAME CR [HR 5371] from March that the Democrats originally approved and it also failed 52-42. Sen. John Fetterman, D-Pa., and Sen. Catherine Cortez Masto, D-Nev., were the only two members of their party to vote for the Republican proposal, while Sen. Angus King, I-Maine, who caucuses with Democrats, also voted in favor. Sen. Rand Paul, R-Ky., was again the only Republican to vote against his own party’s proposal.

In the lawsuit State of New Jersey v. Trump ; Doe v. Trump docket # 25-1170; 25-1169 filed in 1st Circuit Court of Appeals on February 18, 2025, the Appeal of dockets 1:25-cv-10139; 1:25-cv-10135 about Birthright Citizenship on October 3, 2025 the Preliminary Injunction (PI) issued by District Court. Judge Leo T Sorokin was upheld by the 1st Circuit Chief Judge Barron and Circuit Judges Rikelman and Aframe denied the motion and remanded the case back to District Court.

A new lawsuit (mentioned above) State of Illinois v. Trump docket # 1:25-cv-12174 filed October 6, 2025 in District court N.D. Illinois about the NG in Chicago was filed. The lawsuit seeks the following relief1) Declare that Defendants’ federalization and deployment of the National Guard of the United States, any state National Guard, or deployment of the U.S. military in Illinois, including under 10 U.S.C. § 12406, is unconstitutional and/or unlawful because it: (a) is ultra vires; (b) violates the APA; and (c) is contrary to the Constitution of the United States; 2) Hold unlawful and enjoin Defendants’ federalization and deployment of the National Guard of the United States, any state National Guard, or deployment of the U.S. military, pursuant to the Federalization Order, the Texas Mobilization Order, and any similar order effectuating the mobilization of the National Guard of the United States, any state National Guard, or deployment of the U.S. military in Illinois over the objection of the Governor of Illinois; 3) Permanently and preliminarily enjoin defendant Hegseth and the Department of Defense from federalizing or otherwise deploying forces in implementation of the Federalization Order, the Texas Mobilization Order, and any similar order effectuating the mobilization of the National Guard of the United States, any state National Guard, or deployment of the U.S. military in Illinois over the objection of the Governor of Illinois; 4) Pursuant to 5 U.S.C. § 706 and 28 U.S.C. § 2202, vacate and set aside the Federalization Order, the Texas Mobilization Order, and any similar order effectuating the mobilization of the National Guard of the United States, any state National Guard, or deployment of the U.S. military in Illinois over the objection of the Governor of Illinois; 5) Award the Plaintiffs their costs and reasonable attorneys’ fees; and 6) Award such additional relief as the interests of justice may require.

Article II Section 1.

The executive Power shall be vested in a President of the United States of America. He shall hold his Office during the Term of four Years, and, together with the Vice President, chosen for the same Term, be elected, as follows

Each State shall appoint, in such Manner as the Legislature thereof may direct, a Number of Electors, equal to the whole Number of Senators and Representatives to which the State may be entitled in the Congress: but no Senator or Representative, or Person holding an Office of Trust or Profit under the United States, shall be appointed an Elector.

The Electors shall meet in their respective States, and vote by Ballot for two Persons, of whom one at least shall not be an Inhabitant of the same State with themselves. And they shall make a List of all the Persons voted for, and of the Number of Votes for each; which List they shall sign and certify, and transmit sealed to the Seat of the Government of the United States, directed to the President of the Senate. The President of the Senate shall, in the Presence of the Senate and House of Representatives, open all the Certificates, and the Votes shall then be counted. The Person having the greatest Number of Votes shall be the President, if such Number be a Majority of the whole Number of Electors appointed; and if there be more than one who have such Majority, and have an equal Number of Votes, then the House of Representatives shall immediately chuse by Ballot one of them for President; and if no Person have a Majority, then from the five highest on the List the said House shall in like Manner chuse the President. But in chusing the President, the Votes shall be taken by States, the Representation from each State having one Vote; A quorum for this Purpose shall consist of a Member or Members from two thirds of the States, and a Majority of all the States shall be necessary to a Choice. In every Case, after the Choice of the President, the Person having the greatest Number of Votes of the Electors shall be the Vice President. But if there should remain two or more who have equal Votes, the Senate shall chuse from them by Ballot the Vice President.

The Congress may determine the Time of chusing the Electors, and the Day on which they shall give their Votes; which Day shall be the same throughout the United States.

No Person except a natural born Citizen, or a Citizen of the United States, at the time of the Adoption of this Constitution, shall be eligible to the Office of President; neither shall any Person be eligible to that Office who shall not have attained to the Age of thirty five Years, and been fourteen Years a Resident within the United States.

In Case of the Removal of the President from Office, or of his Death, Resignation, or Inability to discharge the Powers and Duties of the said Office, the Same shall devolve on the Vice President, and the Congress may by Law provide for the Case of Removal, Death, Resignation or Inability, both of the President and Vice President, declaring what Officer shall then act as President, and such Officer shall act accordingly, until the Disability be removed, or a President shall be elected.

The President shall, at stated Times, receive for his Services, a Compensation, which shall neither be encreased nor diminished during the Period for which he shall have been elected, and he shall not receive within that Period any other Emolument from the United States, or any of them.

Before he enter on the Execution of his Office, he shall take the following Oath or Affirmation:—"I do solemnly swear (or affirm) that I will faithfully execute the Office of President of the United States, and will to the best of my Ability, preserve, protect and defend the Constitution of the United States."

Article II Section 2.

The President shall be Commander in Chief of the Army and Navy of the United States, and of the Militia of the several States, when called into the actual Service of the United States; he may require the Opinion, in writing, of the principal Officer in each of the executive Departments, upon any Subject relating to the Duties of their respective Offices, and he shall have Power to grant Reprieves and Pardons for Offences against the United States, except in Cases of Impeachment.

He shall have Power, by and with the Advice and Consent of the Senate, to make Treaties, provided two thirds of the Senators present concur; and he shall nominate, and by and with the Advice and Consent of the Senate, shall appoint Ambassadors, other public Ministers and Consuls, Judges of the supreme Court, and all other Officers of the United States, whose Appointments are not herein otherwise provided for, and which shall be established by Law: but the Congress may by Law vest the Appointment of such inferior Officers, as they think proper, in the President alone, in the Courts of Law, or in the Heads of Departments.

The President shall have Power to fill up all Vacancies that may happen during the Recess of the Senate, by granting Commissions which shall expire at the End of their next Session.
