President John Adams, Corporate Layoffs Update, Day 31 Shutdown, Refugees Now Limited, 11th Amendment, And More

By S.E. Gunn, PhDAll News Pipeline

Guard liberty well, for once lost, it is lost forever.

On October 30, 2025, The White House published the Presidential Message on the Birthday of President John Adams celebrating the 290th birthday of President John Adams (who was discussed in my July 22, 2025 ANP Article). John Adams is considered a Founding Father and is recognized for his intellect, integrity, and devotion to the newly formed nation. During his term as president, he strengthened the Navy, protected US sovereignty, and defended national interests. John Adams believed in the rule of law, importance of education, and the duty of every citizen is to defend freedom.

Our Nation has a Grandpa! On October 30, 2025, a Halloween Celebration was held at the White House with President Trump and First Lady Melania Trump where the two spent almost an hour handing out special White House Halloween treats. About 25 minutes 30 seconds into the video below, you will see children asking President Trump (but not Melania) for hugs.

On October 30, 2025, the White House released the statement The Republic of Korea Joins First Lady Melania Trump’s Fostering the Future Together quoting First Lady Melania Trump asserting:

I am proud that the Republic of Korea is joining my global coalition to empower children through the promotion of technology, innovation, and education. As a longstanding leader in technological advancement, the Republic of Korea will offer invaluable insights to the participating nations in the Fostering the Future Together initiative

South Korea officially joined the First Lady's initiative through the Technology Prosperity Deal enacted October 29, 2025 and discussed in my October 29, 2025 ANP Article. The initiative promotes responsible use of advanced technology to support children, educators, and parents while protecting children from online dangers (discussed in my September 24, 2025 ANP Article).

On October 30, 2025 the White House published Nominations and Withdrawal Sent to the Senate:

Michael Selig, of Florida, to be Chairman of the Commodity Futures Trading Commission, vice Rostin Behnam.

Michael Selig, of Florida, to be a Commissioner of the Commodity Futures Trading Commission for a term expiring April 13, 2029, vice Christy Goldsmith Romero, term expired.

WITHDRAWAL SENT TO THE SENATE:

Joel Rayburn, of Oklahoma, to be an Assistant Secretary of State (Near Eastern Affairs), vice Barbara A. Leaf, resigned, which was sent to the Senate on February 11, 2025.

Layoff Tracker 2025 – Recent Layoffs update:

  • October 30, 2025: General Motors is laying off thousands of workers across multiple electric vehicle and battery plants in the U.S. -around 1,200 employees at its EV factory in Detroit.
  • October 29, 2025: Paramount will lay off roughly 2,000 workers across the media company.
  • October 28, 2025: UPS announced layoffs of 48,000 employees—14,000 in management positions and 34,000 in operations roles.
  • October 28, 2025: Amazon announced it would cut 14,000 jobs.
  • October 27, 2025:  General Motors has let go of over 200 salaried employees, mainly CAD engineers, at its Michigan tech campus.

Layoffs at UPS and Amazon indicate people are buying less online. This is concerning because now is the time people begin to focus on Christmas with their online ordering. If UPS and Amazon are laying off people, it is a troublesome indication that our economy is failing. GM can be mostly explained through the reduction in consumer demand for electric vehicles.

Paramount Media is a Skydance Corporation. Their brands include 5, BET, CBS, CBS News, CBS Sports, Chile Vision, CMT, colors, Comedy Central, MTV, Network 10, nickelodeon, Paramount+, Paramount Network, Paramount Pictures, PlutoTV, PopTV, Showtime, Skydance Animation, Sykdance Sports, Skydance Games, Smithsonian Channel, telefe, and TVLand. Their businesses include studios, streaming, advertising, US distribution, theatrical distribution, content licensing, and consumer products. They still promote "inclusion" through leadership engagement, employee investment, workplace initiatives, content diversification, and community linkages. I believe it is "content diversification" and "inclusion" that has led to this latest round of layoffs at the company. When you take franchises and turn them "woke" it has impact. In August 2024, Paramount Global, prior to the merger, laid off 2,000 people. When Paramount merged with Skydance Corporation in August 2025, 3,000 people were laid off. Now they are laying off another 2,000 people to make 5,000 people laid off in 2025.

Instead of working to reopen the Federal government, pay Federal employees, and fund SNAP, the Senate passed 2 resolutions:

1. SJR80 A joint resolution providing for congressional disapproval under chapter 8 of title 5, USC, of the rule submitted by the BLM relating to "National Petroleum Reserve in Alaska Integrated Activity Plan Record of Decision" which states:

119th CONGRESS 1st Session

S. J. RES. 80 JOINT RESOLUTION

Providing for congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by the Bureau of Land Management relating to “National Petroleum Reserve in Alaska Integrated Activity Plan Record of Decision”.

Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, That Congress disapproves the rule submitted by the Bureau of Land Management relating to “National Petroleum Reserve in Alaska Integrated Activity Plan Record of Decision” (issued April 25, 2022, as a record of decision, and a letter of opinion from the Government Accountability Office dated July 24, 2025, printed in the Congressional Record on July 28, 2025, on pages S4768–S4770, concluding that such record of decision is a rule under the Congressional Review Act), and such rule shall have no force or effect.

SJR80 passed the Senate October 30, 2025 with a vote of 52 yea (50 R, 1 D, 1 I) to 45 nay (43 D, 2 I) with 3 not voting (1 D & 2 R).

2. SJR88 A joint resolution terminating the national emergency declared to impose global tariffs which states:

119th CONGRESS 1st Session

S. J. RES. 88 JOINT RESOLUTION Terminating the national emergency declared to impose global tariffs.

Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, That, pursuant to section 202 of the National Emergencies Act (50 U.S.C. 1622), the national emergency declared on April 2, 2025, by the President in Executive Order 14257 (90 Fed. Reg. 15041) [discussed in my July 23, 2025 ANP Article] is terminated effective on the date of the enactment of this joint resolution.

SJR88 passed the Senate October 30, 2025 with a vote of 51 yea (45 D, 4 R, 2 I) to 47 nay (47 R) with 2 not voting (2 R).

So the Senate can undo President Trump's EOs but they can't codify those EOs that We The People want codified? They can't vote to open our government? They won't vote to pay Federal employees who remain working even though they are not receiving a paycheck S3012? They won't vote to fund SNAP S3024? I sure hope We The People remember this when midterms come around.

While I do not recommend going to the grocery store for the next week or so, you can still order food supplies from a variety of sources online. Remember these orders are currently subjected to the "usual" methods of theft. However, once the grocery stores have no more food on the shelves, will they go after food deliveries next?

President Trump's Presidential Actions published in the Federal Register (FR) to date:

  • 210 Executive Orders
  • 102 Proclamations
  • 82 Presidential Orders, Memoranda, Determinations, Permits, and Notices

On October 31, 2025, the FR published 2 Presidential Documents:

1. Presidential Determination No. 2025-14, signed September 30, 2025, Presidential Determination on Transferring the United States Program of Initial Refugee Resettlement Memorandum for the Secretary of State [and] the Secretary of Health and Human Services states IAW 412(b)(1) of the Immigration and Nationality Act (8 U.S.C. 1522(b)(1)) refugee resettlement is to be conducted in a way that serves our national interest, promotes efficient use of taxpayer dollars, protects the integrity of the US Immigration Service, and supports refugees as they express self-sufficiency and assimilation into our society. This determination transfers initial resettlement grants and contracts from NGOs to HHS IAW the Refugee Act of 1980. This determination directs HHS to coordinate orderly transfer of responsibilities, personnel, and sources necessary to implement this determination.

2. Presidential Determination No. 2025-13, signed September 30, 2025, Presidential Determination on Refugee Admissions for Fiscal Year 2026 Memorandum for the Secretary of State[,] the Secretary of Homeland Security[, and] the Secretary of Health and Human Services states IAW section 207 of the Immigration and Nationality Act (8 U.S.C. 1157) limits admission of refugees to no more than 7,500 in FY 2026. The majority of these 7,500 people is allocated to refugees from South Africa pursuant to the February 7, 2025 EO 14204:

EO 14204, signed February 7, 2025, Addressing Egregious Actions of The Republic of South Africa, Section 1, Purpose explains that the government of South Africa has seized ethnic minority Afrikaner's agricultural property without compensation in addition to dismantle equal opportunity for those minority Afrikaners' opportunities in employment, education, and business while fueling hateful rhetoric and government actions enabling violence against racially disfavored landowners.

Section 2 Policy, declares that the US will not provide aid or assistance to South Africa while promoting resettlement of Afrikaner refugees escaping government sponsored race-based discrimination.

Section 3 Assistance directs all executive departments and agencies to stop (as much as allowed by law) foreign air or assistance in South Africa.

Section 4 Refugee Resettlement and Other Humanitarian Considerations directs the Secretary of State and the Secretary of Homeland Security to prioritize these minority Afrikaners for admission to the US.

The accompanying Fact Sheet President Trump Addresses Human Rights Violations in South Africa explains that this EO addresses human rights violations and stands up against injustice & oppression in South Africa while reaffirming the US commitment to human rights around the world.

This determination reaffirms that EO 14161, signed January 20, 2025 (discussed in my June 1, 2025 ANP Article), and EO 14163, signed January 20, 2025, will be followed while admitting the refugees from South Africa.

EO 14163 Realigning the United States Refugee Admissions Program explains in Section 1 Purpose that the US has been inundated with record levels of migration between 2021 and 2025. This has created a tremendous tax burden on US Citizens, threatened the safety of US Citizens, and a noticing of the fact that these refugees are not adequately assimilating into the US Culture.

Section 2 Policy explains that we must ensure public safety and national security when admitting refugees who are expected to fully integrate into our nation.

Section 3 Realignment of the US Refugee Admissions Program declares that the US Refugee Admissions Program (USRAP) is detrimental to the US and therefore directs suspension of this program with exceptions starting January 27, 2025.

Section 4 Resumption of the US Refugee Admissions Program will depend upon the report, expected within 90 days of this order, detailing if continuing admissions under USRAP is in the best interests of the US.

Section 5 Revocation, revokes EO 14013 signed February 4, 2021 (which revokes 2 of President Trump's 1st term EOs (EO 13815 of October 24, 2017 and EO 13888 of September 26, 2019) which established the USRAP program.

This determination does not affect EO 14204 or Proclamation 10949 Restricting the Entry of Foreign Nationals To Protect the United States From Foreign Terrorists and Other National Security and Public Safety Threats, signed June 4, 2025 (and discussed in my June 10, 2025 ANP Article).
