Constitution Week, USAF Birthday, US-UK MOU On Tech Prosperity Deal, FLOTUS In The UK, Part 2 Of The Articles Of Confederation, And More

On September 18, 2025, President Trump signed the Proclamation Constitution Week, 2025 (Constitution Day was discussed in my September 17, 2025 ANP Article) and September 17 was also Citizenship Day.

The Congress, by joint resolution of February 29, 1952 (36 U.S.C. 106), designated September 17 as “Constitution Day and Citizenship Day,” and by joint resolution of August 2, 1956 (36 U.S.C. 108), requested that the President proclaim the week beginning September 17 and ending September 23 of each year as “Constitution Week.”

NOW, THEREFORE, I, DONALD J. TRUMP, President of the United States of America, by virtue of the authority vested in me by the Constitution and the laws of the United States, do hereby proclaim the week of September 17 through September 23, 2025, as Constitution Week. Throughout this week, I call on all teachers, school administrators, and State and local leaders to educate America’s pupils on the rights and responsibilities of citizenship under our constitutional order. In doing so, we will ensure “a more perfect Union,” will continue to prosper for generations to come.

The original versions of the US Constitution and all 27 Amendments are now on display in the Rotunda of the National Archives Museum until October 1, 2025. Admission is free.

On September 18, 2025, the White House published a Presidential Message on the 78th Birthday of the United States Air Force (which was discussed in my September 18, 2025 ANP Article).

On the 78th birthday of the United States Air Force, we celebrate this storied branch’s enduring legacy as the most elite airpower force in the history of the world—and we commend the grit, dedication, and selfless service of the thousands of Airmen who live by the timeless motto: “Aim High… Fly-Fight-Win.” . . . As Commander-in-Chief, I am advancing an Air Force that promotes peace through strength and ensures America’s unmatched dominance in the skies. . . . As we commemorate 78 years of the United States Air Force, Melania joins me in celebrating the incredible American patriots in the world’s finest air force—and the families who share the blessings and sacrifices of military service.

On September 18, 2025, the White House published the Presidential Memorandum of Understanding [MOU] Between the Government of The United States of America and the Government of The United Kingdom of Great Britain and Northern Ireland Regarding the Technology Prosperity Deal the purpose (section 1) of the MOU is to enable collaboration on AI, civil nuclear, fusion, and quantum technologies.

Section 2 identifies Areas of Cooperation which include Accelerating AI Innovation, Unleashing Civil Nuclear Energy, Securing Quantum Advantage, and Foundations for Frontier Innovation to include Research Security; Securing 6G; Positioning, Navigation, & Timing; and Secure Investment.

Section 3 discusses Operation and Discontinuation in which it states the MOU can only be modified by written mutual decision. However, either participant can cancel the agreement by providing written notice to the other. If no date for the discontinuation can be mutually decided, the discontinuation will take effect 180 days after the notice is delivered. This section also notes that nothing in the MOU forces participants to expend funds on any of the items identified within the MOU.

Section 4 provides a Timeline for Delivery. Within 6 months a Working Group will be created to guide bilateral cooperation, set priorities, and oversee the implementation of joint initiatives. Within 12 months, and yearly thereafter, a formal meeting will be held with the participants to discuss progress and determine scope and direction for the future.

On September 18, 2025, the White House published the article President Trump Signs Technology Prosperity Deal [TPD] with United Kingdom (discussed above) explaining that the TPD furthers American technology leadership accelerating scientific discovery. TPD establishes the US-UK joint initiatives on AI, civil nuclear energy, and quantum computing.

On September 18, 2025, the Office of the First Lady released the statement First Lady Melania Trump Concludes Second Day of U.K. State Visit with Focus on Children, Families, and Community describing the First Lady's day in the UK including a tour of Queen Mary's Dolls' House and the Royal Library at Windsor Castle. Melania gave the children gift bags from the White House. Then she toured Frogmore House & Gardens and participated with the Squirrel Scouts (for children 4-6 years old) in an outdoor program where the children earned their "Go Wild" badges in a ceremony attended by the First Lady Melania and Princess Kate. She then attended a private lunch with Lady Starmer at Chequers Court (the Prime Minister's country retreat) followed by a display by the British Army Parachute Regiment's Red Devils. Her day concluded by joining President Trump and PM Starmer at the press conference (video above) before departing the UK.


On September 18, 2025, the White House published the article The Economy Is Back on Track Under President Trump finding:

Homeownership is more affordable: Mortgage rates have fallen to a three-year low — finally making the American Dream more accessible for Americans after millions of illegal immigrants drove housing costs up under Biden.

Driving costs less: Americans are spending the smallest share of their disposable income on gasoline since 2005, while the annual cost to own and operate a new vehicle is down by nearly six percent over last year and gas prices are lower across the board.

Americans are spending like never before: Retail sales are booming — up 5% over last year, far outpacing inflation — as Americans spend in record amounts.

Americans are earning more: After inflation outpaced wages for 26 straight months under Biden, real wages have increased nearly every month since President Trump took office — driven by historic wage gains for blue-collar workers, which are rising at the fastest rate in six decades.

Retirements are booming: The stock market is booming, with the Dow, S&P 500, and Nasdaq all hitting new record highs. In fact, the S&P 500 is up nearly 15% and the Nasdaq is up more than 21% since Election Day.

An industrial renaissance is here: President Trump has secured nearly $9 trillion in U.S. investmentnearly nine times more than Biden attracted in his entire four-year term — as companies report a resurgence in competitiveness thanks to the landmark reforms of the One Big Beautiful Bill.

I don't know about you, but gas went back up where I live now that Labor Day is over. Plus, I'm still spending more at the grocery store - nearly double what I was paying during President Trump's first term. As far as retail sales go, of course people are spending more - items cost more! That 5% can be accounted for by the increase in price of the goods. I am on a fixed income, so I am not seeing personal benefits from the rise in wages the White House is touting. The actual outcomes from the "investments in the US" will not be seen for at least 2 years. Factories have to be built. Infrastructure has to be put in place (supply, utilities, personnel). And manufacturing has to begin before we start seeing any benefit. And that takes time.

In the lawsuit Trump v. Cook docket # 25A312 Appeal of 25-5326 Appeal of 1:25-cv-02903 filed at SCOTUS on September 18, 2025, about the firing of Fed Governor Lisa Cook, as predicted, the Trump Administration filed an appeal to SCOTUS. This case was first addressed in my August 29, 2025 ANP Article where I iterated the relief being sought by the lawsuit. The status of this lawsuit was updated in my September 11, 2025 ANP Article when Lisa Cook's sorority sister, Jia M. Cobb who just happens to be the judge assigned to Lisa's case, granted Lisa's request for a preliminary injunction. The case was again updated in my September 17, 2025 ANP Article when the 9th District Appeals Court decided, in a 2:1 vote, to uphold the decision of Lisa Cook's sorority sister, Judge Jia M. Cobb's siding with Lisa. Of course, the Trump Administration has now filed an appeal to SCOTUS. The amicus brief, filed by R. Trent McCotter, Counsel of Record Separation of Powers Clinic Columbus School of Law The Catholic University of America, Counsel for Amicus Curiae writes: The strong default presumption under Article II is that the President can freely remove officials who exercise any executive power. He concludes: . . . it seems the lower courts’ preferred path was to force escalation by converting personnel decisions into criminal inquisitions. Now we wait for SCOTUS to decide.

In the lawsuit, LGML v. Noem docket # 1:25-cv-02942 in District Court, District of Columbia on August 31, 2025, about the deportation of 10 Guatemalan minors, the preliminary injunction was granted. The original lawsuit sought the following relief: 1) Assume jurisdiction over this matter; 2) Grant a temporary restraining order to preserve the status quo pending further proceedings; 3) Certify the class; 4) Enjoin Defendants from transferring unaccompanied Guatemalan children from ORR custody, except any child whose request for voluntary departure has been granted by an Immigration Judge; 5) Declare that Plaintiffs are entitled to 240 proceedings under the TVPRA, the INA, and the Fifth Amendment; 6) Award Petitioners’ counsel reasonable attorneys’ fees under the Equal Access to Justice Act, and any other applicable statute or regulation; and 7) Grant such further relief as the Court deems just, equitable, and appropriate. Charges that the children would experience family abandonment, exposure to violent drug dealers, the recent murder of a sibling, and threats of suicidal behavior are offered as reasons why the children should remain in the US. On September 18, 2025, Judge Timothy J. Kelly wrote: Plaintiffs are entitled to certification of their proposed class of certain unaccompanied alien children from Guatemala and to a preliminary injunction. Thus, the Court will grant their motion for class certification and provisionally certify the class described above. In addition, the Court will grant Plaintiffs’ motion for a preliminary injunction. We cannot (nor should we be expected to) "save the children of the world" from the same things to which OUR US Children are exposed (personally, through someone they know, or by the news media). Return ALL "unaccompanied" foreign-born children to their parents/guardians/family in the country where their kin-folk now reside.

Articles of Confederation Part 2 Articles V & VI (see Part 1 Intro to Article 4 here):

Article V. For the more convenient management of the general interests of the United States, delegates shall be annually appointed in such manner as the legislature of each state shall direct, to meet in Congress on the first Monday in November, in every year, with a power reserved to each state to recall its delegates, or any of them, at any time within the year, and to send others in their stead, for the remainder of the Year.

  • No State shall be represented in Congress by less than two, nor by more than seven Members; and no person shall be capable of being delegate for more than three years, in any term of six years; nor shall any person, being a delegate, be capable of holding any office under the united states, for which he, or another for his benefit receives any salary, fees or emolument of any kind.
  • Each State shall maintain its own delegates in a meeting of the states, and while they act as members of the committee of the states.
  • In determining questions in the united states, in Congress assembled, each state shall have one vote.
  • Freedom of speech and debate in Congress shall not be impeached or questioned in any Court, or place out of Congress, and the members of congress shall be protected in their persons from arrests and imprisonments, during the time of their going to and from, and attendance on congress, except for treason, felony, or breach of the peace.

Article VI. No State, without the Consent of the united States, in congress assembled, shall send any embassy to, or receive any embassy from, or enter into any conferrence, agreement, alliance, or treaty, with any King prince or state; nor shall any person holding any office of profit or trust under the united states, or any of them, accept of any present, emolument, office, or title of any kind whatever, from any king, prince, or foreign state; nor shall the united states, in congress assembled, or any of them, grant any title of nobility.

No two or more states shall enter into any treaty, confederation, or alliance whatever between them, without the consent of the united states, in congress assembled, specifying accurately the purposes for which the same is to be entered into, and how long it shall continue.

No State shall lay any imposts or duties, which may interfere with any stipulations in treaties, entered into by the united States in congress assembled, with any king, prince, or State, in pursuance of any treaties already proposed by congress, to the courts of France and Spain.

No vessels of war shall be kept up in time of peace, by any state, except such number only, as shall be deemed necessary by the united states, in congress assembled, for the defence of such state, or its trade; nor shall any body of forces be kept up, by any state, in time of peace, except such number only as, in the judgment of the united states, in congress assembled, shall be deemed requisite to garrison the forts necessary for the defence of such state; but every state shall always keep up a well regulated and disciplined militia, sufficiently armed and accoutred, and shall provide and constantly have ready for use, in public stores, a due number of field pieces and tents, and a proper quantity of arms, ammunition, and camp equipage.

No State shall engage in any war without the consent of the United States in congress assembled, unless such State be actually invaded by enemies, or shall have received certain advice of a resolution being formed by some nation of Indians to invade such State, and the danger is so imminent as not to admit of a delay till the united states in congress assembled, can be consulted: nor shall any state grant commissions to any ships or vessels of war, nor letters of marque or reprisal, except it be after a declaration of war by the united states in congress assembled, and then only against the kingdom or State, and the subjects thereof, against which war has been so declared, and under such regulations as shall be established by the united states in congress assembled, unless such state be infested by pirates, in which case vessels of war may be fitted out for that occasion, and kept so long as the danger shall continue, or until the united states in congress assembled shall determine otherwise.
