Section 2 restricts filling of vacant positions as well as the creation of new positions (except as set forth in section 3). All new hires must comply with the Merit Hiring Plan pursuant to the January 20, 2025 EO 14170 Reforming the Federal Hiring Process and Restoring Merit to Government Service which was discussed in my April 25, 2025 ANP Article. This section orders each agency head to create a Strategic Hiring Committee within 30 days of this EO to ensure hiring is consistent with national interest, agency needs, and Trump Administration priorities. All new hires must have written notice of approval. In addition, within 60 days agencies will prepare an annual staffing plan to ensure upcoming hires fulfill highest-needs areas aligned with the Trump Administration priorities. Plans may be updated through the year based on enactment of relevant appropriations or authorizing legislation. Updates will be submitted at the beginning of each quarter.
Section 3 exempts the Executive Office of the President; non-career positions requiring Presidential appointment or Senate confirmation; non-career positions in the Senior Executive Service; Schedule C or G positions in the excepted service; military personnel of the Armed Forces; positions related to immigration enforcement, national security, or public safety; or appointment of officials through temporary organization hiring authority IAW Title 5 USC Section 3161.
Section 4 calls for a report within 180 days of this EO regarding implementation and recommendations for modification or termination of the order.

Trump Ensures Continued Accountability in Federal Hiring explains the goals of this EO are to cement policies that drive accountable hiring, promote fiscal responsibility and efficient government, and ultimately reform the Federal bureaucracy leading to the draining of the swamp, end of ineffective programs that empower government without achieving measurable results for the US people.
On October 15, 2025, President Trump signed the Presidential Memorandum National Security Presidential Memorandum/NSPM-8 orders the Secretary of War and the Director of the Office of Management and Budget (OMB) to use available Department of War funds for military pay and allowances due to the Federal government shutdown's withholding of funding for the department. It is yet unknown if there will be any funding to pay our service members at the end of the month. Federal workers did receive partial payment for work performed prior to October 1, 2025 which means they will miss their first full paycheck on October 24, 2025.
