President Trump Signs Six Congressional Bills Into Law, More Nominations Sent To Congress, Christmas At The White House, Mark Twain's Birthday, And More
On November 25, 2025, President Trump signed S260, HR998, HR2316 and S2392 into law. Then, on December 1, 2025, he signed HR695 and HR2483 into law. So what are these laws?
S260 - Bottles and Breastfeeding Equipment Screening Enhancement Act was introduced January 27, 2025 by Tammy Duckworth (D-IL). It amends Public Law 114-293 to require hygienic handling of breast milk, baby formula, and other baby needs such as ice packs needed to keep the baby products within the acceptable temperature range by TSA.
It saddens me that TSA workers did not care enough about keeping baby supplies "sanitary" while handling them. I wonder how many infants got sick because TSA mishandled their supplies.
HR998 - Internal revenue Service Math and Taxpayer Help Act was introduced February 5, 2025 by Randy Feenstra (R-IA-4). It amends Internal Revenue Code of 1986 to require additional information on math and clerical error notices sent to taxpayers by the IRS. The notice must contain a clear description of the error (type & specific federal tax return line containing the error); the computation of adjustments needed to correct the error; the phone number for the automated transcript service; and, of course, the deadline for abatement of any additional tax assessed due to the error. In addition, the notice must specify how taxpayers can respond (writing, electronically, phone, or in person); they must send the notices by certified or registered mail as part of a new pilot program; and they must report to Congress how the pilot program performed.
So, instead of just saying "you made an error, pay X amount" they now have to tell you "you made an error on line #, we recomputed, you need to pay X amount and here are the ways to address the situation in writing, electronically, phone, or in person and provide the deadline date in which you must do so."
HR2316 - Wetlands Conservation and Access Improvement Act of 2025 was introduced by Jeff Hurd (R-CO-3) on March 25, 2025. This bill simply extends the deadline date of FY2026 to FY2033 so the Federal Aid to Wildlife Restoration Fund can continue to carry out conservation and restoration programs.
This bill is a simple one-liner to change only the date the fund expires.
S2392 - Veterans' Compensation Cost-of-Living Adjustment Act of 2025 was introduced July 23, 2025 by Jerry Moran (R-KS). This bill requires the VA to increase amounts payable for wartime disability compensation, additional compensation for dependents, the clothing allowance for certain disabled Veterans, and the dependency & indemnity compensation for surviving spouses and children by the same percentage as the cost-of-living increase in benefits for Social Security recipients effective December 1, 2025. Congress requires the VA to publish the new pay table in the Federal Register (FR). In addition, the bill authorizes the VA to make similar adjustments to the rates of disability compensation who are not service-connected.
So SOME Veterans get a pay raise but they won't know how much it is until the VA posts the information to the FR.
HR695 - Medal of Honor Act was introduced on January 23, 2025 by Troy Nehls (R-TX-22). This bill increases the monthly special pension for living Medal of Honor recipients to an amount equal to the monthly compensation paid to a Veteran without dependents.
In the bill summary, it states that the pension will increase from $1,406.73 to $8,333.33. I do not see where in the bill it establishes a rate of $1,406.73 as monthly special pension for surviving spouses. So, the CRS (Congressional Research Service) got the summary wrong on this bill.
HR2483 - SUPPORT for Patients and Communities Reauthorization Act of 2025 was introduced on March 31, 2025 by Brett Guthrie (R-KY-2). The purpose of the bill is to reauthorize programs that provide for opioid use disorder prevention (Title I), treatment (Title II), and recovery (Title III). Title IV covers topics such as delivery of controlled substances from a pharmacy to the prescribing practitioner and training for prescribers of controlled substances. This bill also allocates $4,250,000 for each year from FY2026 to FY2030 in §101; $505,579,000 for each year from FY2026 to FY2030 in §103; $12,500,000 for each year from FY2026 to FY2030 in §104; and $57,000,000 for each year from FY2026 to FY2030 in §106. Section 107 changes the amount of appropriations each year from $98,887,000 in FY2026 to $100,000,000 by FY2030. §109 allocates $9,000,000 for each year from FY2026 to FY2030; §201 allocates $38,931,000 for each year from FY2026 to FY2030; §204 allocates $40,000,000 for each year from FY2026 to FY2030; §301 allocates $17,000,000 for each year from FY2026 to FY2030; §302 allocates $2,000,000 for each year from FY2026 to FY2030. §304 changes the amount of appropriations each year from $10,000,000 in FY 2026 to $15,000,000 by FY2030. And §305 allocates $12,000,000 for each year from FY2026 to FY2030.
So, by 2030, we will have spent around $813,260,000 per year on opioid addiction for approximately 2.1 million opioid addicted people (according to the National Library of Medicine). The US Census Bureau states that on December 1, 2025 the US population was 342,912,518. That means we will spend almost one trillion dollars a year on 0.006% of the US population.

Christopher Michael De Bono, of the District of Columbia, to be an Associate Judge of the Superior Court of the District of Columbia for the term of fifteen years.
Brian Charles Lea, of Tennessee, to be United States District Judge for the Western District of Tennessee.
Justin R. Olson, of Indiana, to be United States District Judge for the Southern District of Indiana.
On December 1, 2025, the White House published the article Yes, “There’s Something Wrong with [Minnesota Governor Tim] Walz” — and it Cost Taxpayers $1 Billion addressing the topic of Somalian 'refugees' who looted US taxpayers out of over $1,000,000,000 in the largest pandemic relief fund scheme in US history by "feeding" over 18,000 meals to non-existent children in facilities that would not even seat 30 people. The article rebukes Walz for doing nothing about this massive fraud occurring right under his nose. Because of this massive scandal, President Trump is terminating Temporary Protective Status (TPS) for Somalis who are residing in Minnesota. In addition, migration from 3rd world countries is being halted while the Department of State re-examines green cards for every alien from one of these 3rd world countries. In addition, USCIS Director Joseph B Edlow states that all asylum decisions have been stopped until such time that every alien can be officially vetted and screened to the maximum degree possible.
Frankly, any screening would be better than the 'no screening' policies of the autopen administration. I think all aliens in our country need to be re-screened and re-vetted. If they are involved in protests carrying the flag of any country other than the US, they need to be immediately repatriated to any country that will accept them. If they take to the streets chanting "Death to America" they need to be immediately repatriated to any country that will accept them.
On December 1, 2025, the Office of the First Lady published the announcement First Lady Melania Trump Joins Military Spouses for American Red Cross Holiday Care Package Event at Joint Base Andrews. The First Lady was joined by several Cabinet spouses, including Mrs. Jennifer Hegseth, Mrs. Kathryn Burgum, Mrs. Cheryl Hines, Mrs. Liz Wright, Mrs. Lisa Collins, and Mrs. Marlo Greer as they packaged Christmas care-packages for our Service members deployed out of the country. The care-package project is a collaboration with the American Red Cross.
On December 1, 2025, the Office of the First Lady published the announcement HOME IS WHERE THE HEART IS – First Lady Melania Trump’s 2025 White House Christmas Theme announcing that "wherever we are, we can create a home filled with grace, radiance, and endless possibilities." The Red Room is decorated for Fostering the Future using blue butterflies to represent the transformational experience of foster youth. (There is also a limited-edition tour booklet available.) The Blue Room is decorated for Gold Star Families with gold stars and ornaments reflecting the official bird and flower for every US state and territory. The East Room has Patriotic exhibits focusing on our 250th Anniversary. The room is decked out in red, white, and blue. The Green Room displays 2 presidential portraits (one of whom is President Trump the other is President George Washington) created from over 6,000 jigsaw puzzle pieces. The State Dining Room displays over 120 pounds of gingerbread. The Grand Foyer displays the historic White House Crèche currently undergoing restoration. The First Lady believes this year's Christmas displays are a reminder of our shared values, traditions, and belief that home is where the heart is.
Frankly, I think it is one of the most beautiful Christmas displays in our Nation's history. Remember the White House has reopened for tours of the Christmas displays (discussed in my November 1, 2025 ANP Article). They might still have space available. On November 30, 2025, President Trump signed the proclamation America 250: Presidential Message on Mark Twain’s 190th Birthday acknowledging Mark Twain (aka Samuel Clemens) as the "Father of American Literature." Mark Twain used wit, wisdom, and honesty to speak to our Nation through humor and imagination. He captured the humor, hardship, and hope of an era, a people, and a Nation. Mark Twain was born Samuel Langhorne Clemens on November 30, 1835. However, he is best known by his pen name of Mark Twain, so that is what I shall call him in this short biography.
Mark was born in Florida (the city), Missouri of English and Scots-Irish descent. He was 6th of 7 children, only 3 of whom lived to adulthood. When he was 4, the family moved to Hannibal, Missouri (the town that became the inspiration for the fictional town of St. Petersburg in The Adventures of Tom Sawyer and The Adventures of Huckleberry Finn). Mark describes his childhood in his book Life on the Mississippi.
In 1847, when Mark was 11, his father died. He became a printer's apprentice for a local newspaper.
Mark apprenticed with Steamboat pilot Horace E Bixby. It took him over 2 years to receive his pilot license. "Mark Twain" comes from the leadman's cry of "mark twain" indicating the river depth (12 feet or 2 fathoms) was safe for steamboat passage.
During the Civil War, Mark and his friends joined the Marion Rangers, a local Confederate unit. The unit lasted 2 weeks before they disbanded. Mark left for Nevada shortly after the unit disbanded. He settled in Virginia City becoming a miner for a short time. After discovering he did not make a good miner, he started writing for the Virginia City newspaper Territorial Enterprise.
In 1873, Mark moved the family to Hartford, Connecticut. Mark wrote many of his novels while living in Hartford (1874-1891).
While Mark made a substantial amount of money from his writing, he lost much of it with his investments in new inventions, technology, and his publishing house Charles L Webster and Company. Mark filed for bankruptcy protection in April 1894.
In July 1895, Mark went on a year-long around-the-world lecture circuit enabling him to pay is creditors in full. He was sick much of the year he traveled, lecturing in British Columbia, Canada; Fiji; Australia; New Zealand; Sri Lanka; India where he remained 3 months); Mauritius; South Africa; and ending in England. The year-long trip lasted 14 months.
October 1897 to May 1899 Mark and his family lived in Europe (mostly England and Austria). The family returned to America in October 1900.
In 1901, Mark received an honorary Doctor of Letters (D.Litt.) from Yale. In 1902 he received an honorary Doctor of Law from the University of Missouri. In 1907, he received an honorary Doctorate of Law from Oxford University.
Starting in 1896 with the death of his daughter, Susy from meningitis, Mark went through a period of major depression. Susy's death was followed by his wife's death in 1904, daughter Jean's death in 1909 and close friend Henry Roger's sudden death in 1909.
In 1906, Mark established the Angel Fish and Aquarium Club for his surrogate granddaughters (about a dozen girls aged 10 to 16).
Mark died at age 75 from a heart attack on April 21, 1910 in Stormfield, Redding, Connecticut. Mark and his wife are interred in Woodlawn Cemetery, Elmira, New York.
