One of the most contested topics of the night was the cloud seeding program that has been going on in North Dakota for more than 50 years.
"Last night, the planes got out late, they didn't get to fly. Southern areas of Adams County all the way across the state picked up rain," said one of the attendees.
Governor Burgum says going over the data to see the effect of cloud seeding is an option.
"You know, is it effective or is it detrimental? And if it's having an effect, does it create winners and losers? And this is certainly something we got to go back and take a look at," said Gov. Burgum.
According to the Water Commission, cloud seeding has led to a 45 percent reduction in crop hail losses.
The latest U.S. Drought Monitor shows more than 35 percent of North Dakota in extreme drought.

When the network of satellites designed to control the global climate start to attack Earth, it's a race against the clock to uncover the real threat before a worldwide geostorm wipes out everything and everyone.
Moviegoers won’t know until October whether or not Geostorm is a “good” movie, but from the looks of the new trailer, it definitely will be a busy movie. It’s got everything: a trip to Congress, to space, to a trailer park, back to space, and finally, to a natural disaster-plagued car chase that involves a self-driving cab and a U.S. president. This is a world where a category level for a storm is, literally, geostorm.
All the drama comes back to a world-wide weather modification program that’s somehow been compromised. While it sounds crazy, the program is pretty similar to the weather modification systems proposed by actual scientists today.
“Thanks to a system of satellites, natural disasters have become a thing of the past,” says Andy Garcia as President Andrew Palma at the trailer’s start. “We can control our weather.”
That’s not to say we can’t modify the weather now: Around the world, people use a technological process invented in the late 1940s known as cloud seeding. This involves shooting silver iodide into clouds, which triggers the formation of ice crystals.
According to the World Meteorological Organization, cloud seeding is used in more than 50 countries worldwide to “disperse fog, enhance rain and snowfall, and suppress hail.” The key to this technology is, again, clouds: those with more precipitation in them work best, especially the ones that form over mountains.
For those who still haven't quite figured out that weather modification is real, three more new stories from the North Dakota area also talk about them and we've gone ahead and taken excerpts from each one which should prove beyond a shadow of a doubt that chemtrails and weather modification is happening regularly and has been for many years.
Ward County farmers unhappy with a weather modification program have persuaded the Ward County Commission to seek a halt to cloud seeding for the rest of the year.
The commission voted 4-0 on Tuesday to ask the Atmospheric Resource Board to suspend operations in the county this season. The board flies the skies of its member counties to deliver chemicals meant to inhibit hail and promote rain.
"We are not asking for a radical thing here. We are asking to join the other 47 counties in the state who do not try to modify their weather," said Roger Neshem of Berthold, spokesman for a room full of cloud-seeding opponents.
"If we were to cease operations today, from a monetary standpoint, it does not hurt their operation because they have already collected the funds for this year."
Neshem, who serves by appointment on the county's weather modification authority, said his questions of the authority at a meeting Monday were not well received.
I learned of weather modification a couple years ago from some friends who live in Bowman County. I didn't think anything of it until I did some research and started watching the North Dakota State Water Commission radar. Bowman, Burke, McKenzie, Mountrail, Ward, Williams and part of Slope counties in western North Dakota are members of the North Dakota Cloud Modification Project to help diminish severe storms, mainly hail.
When thunderstorms begin forming in eastern Montana, airplanes from around North Dakota are alerted and fly in front of the storms. The planes then circle around and deposit silver iodide. This inorganic compound diminishes the severity of the storm. Along with weakening the severity also comes diminishing the amount of precipitation in these clouds. With less precipitation, this just adds to the drought. It is a simple concept.
You can watch the radar on the North Dakota State Water Commission website (www.swc.nd.gov) and follow the airplanes circling around in front of the storms. The airplanes are indicated by different colored lines. You can watch the storms growing into something significant in eastern Montana and diminish into just about nothing when it hits the border of North Dakota. Then when they get further to the east the storms gain strength again. Leaving these counties with less than the anticipated precipitation.
This project started in 1975 with the formation of the NDCMP with 17 counties participating. Since then, participation from counties has diminished down to seven. The counties that have dropped out of the program did so because of the impact on their precipitation.
The Ward County Commissioners have voted to halt the Weather Modification program that modifies storm clouds, following blowback from county farmers who criticized the program for wasting money and worsening this year’s drought.
“We want this thing to be ceased immediately so we have a shot at getting some rainfall in this part of Ward County,” said Daniel Nezgoda, a crop duster for Agro-Tech, who said the program cost him business this year.
Cloud seeding has been used in Ward County for nearly 40 years now. How it works is a plane flies through the clouds and injects chemicals in the clouds that are supposed to break up hail and prevent crop damage. But now some farmers are saying this process is actually diverting rain away from pastures that badly need it.

For those who understand that weather modification is very real and want to know more about it, we suggest you read Steve Quayle's book "Weather Wars & Un-Natural Disasters" which greatly details for us the fact that "technology will make available, to the leaders of the major nations, techniques for conducting secret warfare, of which only a bare minimum of security forces need be appraised… Techniques of weather modification could be employed to produce prolonged periods of drought or storm.”
As we learned from the Governor of North Dakota and the stories referenced above, Quayle's book is on the money and was published long before anybody else was openly talking about weather modification and weather warfare.
