Section 1 determines that the Government of Cuba continues to be a threat to US National Security and foreign policy.
Section 2 identifies sanctionable conduct lists 9 behaviors that will cause the forfeit of all property and interests in property in the US from working in Cuban energy or defense; acted on behalf of the Cuban government; materially supported the government of Cuba; a leader, official, senior executive officer, or member of the board of directors of the government of Cuba, etc.
Section 3 suspends entry into the US by citizens of Cuba.
Section 4 applies sanctions to Cuban financial institutions.
Section 5 delegates the Secretary of State and the Secretary of Treasury to implement this order.
Section 6 authorizes the Secretary of the Treasury in coordination with the Secretary of State to submit recurring and final report to Congress.
Section 7 reiterates the definition of entity, Government of Cuba, person, US person, and foreign financial institution.

On May 1, 2026, the White House published the statement Presidential Message on Loyalty and Law Day, U.S.A. acknowledges the role the rule of law and the blessings of freedom play in our Republic. With our founding on July 4, 1776, the framers made sure the principles of equal justice, law and order, and human dignity were an integral part of our Nation. These principles have made the US a beacon of liberty and freedom over the world. Our Nation has a history of unyielding devotion to God, loyalty to our Constitution, and a love of our country. The Trump Administration, under the direction of President Trump, has been working tirelessly to restore justice, uphold law and order, and eliminate threats to our freedom. President Trump writes:

On May 1, 2026, various sources (Mario Nawfal, Eric Daugherty, TRACER, Bull theory, Tosca Austen, Daily Iran News, BRICS News, Fox News, and others) have claimed that President Trump sent a letter (image above, if you can't read it, click on any of the preceding sources as they have posted the letter as well) to Congress informing them of changes in the posture of the United States Forces as required by Public Law 93-148.
None of these "sources" are official White House accounts (President Trump, Department of War, Secretary of State, etc.). The "letter" does not have the official seal of the White House on it, nor has it been posted at the White House website. And, President Trump did not announce ending the war at any of the press gaggles he has participated in recently.
The conflict in Iran began on February 28, 2026. On April 7, 2026, a 2-week ceasefire was initiated, then extended. There is some question as to whether the 60-day window for reporting to Congress has been reached because some sources say that only February 28 to April 7 should be counted towards the 60-days. Once the ceasefire was initiated, the conflict hostilities ended.
I say this "letter" is false news. There is currently a ceasefire, so there are no current hostilities taking place. As President Trump keeps saying, Iran has no airplanes or warships. They are all talk with no ability to actually take action. We are in a wait-and-see situation to see what actions a divided Iran with no actual agreed-upon leadership will take. The blockade of the Straight of Hormuz continues to cripple Iran economically. While the blockade is in effect, tankers are arriving in the Gulf of America or Alaska to load up with US fuel bringing those oil dollars into our economy.
In the meantime, President Trump is ramping up the idea of "taking" Cuba. We already have ships in the area going after drug traffickers, and Cuba is only a few hundred miles away.
