Section 1 - Suicide and serious mental illness rates in America have increased tremendously. Over 14 million adults suffer from a diagnosable mental, behavioral, or emotional disorder that interferes with their life. About 8 million of them are prescribed pharmaceuticals [and according to the video below, only 20 to 30% receive any benefit from those pharmaceuticals]. Suicide rates have increased since the covid shutdown [gee, I wonder why] peaking in 2022. Veterans seem to suffer more than the general population, taking their own lives at a rate of over 6,000 Veteran suicides per year (twice the rate of the general population). Despite massive Federal monies being spent on researching treatment for mental health patients, they do nothing for the most complex cases (such as military Veterans). Therefore, innovation in treatments are needed beyond throwing pharmaceuticals at these complex cases. In other countries, psychedelic drugs, including ibogaine compounds, are showing great potential for those complex cases. This EO will accelerate innovative research models, increase access to the psychedelic drugs that have been proven in other countries to relieve the suffering of those experiencing complex cases of mental illness.
Section 2 - The FDA shall provide National Priority Vouchers for those drugs that have received a Breakthrough Therapy designation. The FDA shall facilitate and establish a pathway for eligible patients (starting with Veterans) to access these drugs to include authorizations for treating physicians and researchers and approve applicable waivers under the Controlled Substances Act.
Section 3 - HHS will use $30 million in funds from the Advanced Research Projects Agency for Health to support and partner with State governments enacting or developing programs that use psychedelic drugs for serious mental illnesses. These funds will be used to provide technical assistance and data sharing is expected from these States.
Section 4 - HHS and FDA will collaborate with the VA and private sector (following appropriate laws including the Privacy Act of 1974 and HIPAA of 1996) to increase clinical trial participation, data sharing, and 'real world' evidence of the efficacy of these psychedelic drugs and then prioritize those psychedelic drugs that receive a Breakthrough Therapy designation. Providing data is important enough that this section says twice that HHS, FDA, & VA will sign data-sharing memoranda specifically stating they will make this data available to the FDA to facilitate timely evaluation and approval for drugs meeting the standards set forth in the Federal Food, Drug, and Cosmetic Act, section 505.
Section 5 - The AG will, in consultation with HHS, initiate and complete review of Schedule I substances that have successfully completed Phase 3 clinical trials for serious mental health disorders as quickly as practicable.
The accompanying Fact Sheet President Donald J. Trump is Accelerating Medical Treatments for Serious Mental Illness explains that this EO will remove barriers to using psychedelic drugs as potential treatment for serious mental illness that does not respond to other forms of pharmaceuticals. The EO will accelerate treatment that might benefit all Americans starting with our brave military Veterans. President Trump is committed to accelerating medical treatment development, especially for our Veterans who struggle with complex, hard to treat, and even incurable diseases and mental illnesses. The President wants to see Veterans receive the care they need regardless of who or what provides it, as long as it works.
My fear about this is remembering what happened with the covid jab. They accelerated that program and many people are suffering from the lack of appropriate long-term testing as well as questionable research (everything from lack of appropriate research design to falsification of data) being pushed to make things happen that are ultimately detrimental to people. On the other hand, people are paying to go to other countries to receive treatments banned in the US but in full use elsewhere. Those people obviously find these treatments are beneficial for them and are willing to risk everything to find a treatment that works for them. This is not a paradigm we want to continue to promote. If the research is done in the US, with stringent guidelines and volunteers who are given informed consent, that will hopefully allay some of the negative issues that others have already experienced, the cost of seeking treatment outside the US, and benefit the individual. Just don't push it on everyone with mandates!
On April 18, 2026, Day 63 of the Democrat's Partial Federal Government Shutdown, Congress was off for the weekend, so nothing happened to reopen the Federal Government, fund DHS, or pass the SAVE America Act that more than 80% of the US Citizens WANT to be passed! And DHS workers have now missed over 2 months of paychecks! Could you survive without a paycheck for more than 2 months?
HR8322 - To amend the FISA Amendments Act of 2008 to extend the authorities of title VII of the Foreign Intelligence Surveillance Act of 1978 through April 30, 2026, and for other purposes was introduced by Austin Scott (R-GA-8) on April 17, 2026. The bill had no cosponsors. This bill was passed by the House without objection on April 17, 2026, read in the Senate 3 times then passed without amendment by voice vote on April 17, 2026, and presented to the President, who signed it into law April 18, 2026. However, this bill only extends Title VII of the Foreign Intelligence Surveillance Act of 1978 until April 30, 2026. I'm thinking this takes the spying law through the end of the Iran Conflict and then Congress will pursue changes in the current FISA Act - Democrats (and the 2 Independents and 5 RINOs who consistently act like Democrats) to thwart President Trump. And who knows what the goal is of the Republicans in Congress these days.
If they can work this quickly to extend a spying bill, they can work this quickly to pass legislation that more than 80% of We The People want to see made into law, like the SAVE America Act, Ending 'Birthright' Citizenship, English as our National Language, Voting Integrity, and the like?
On May 3, 1768, William married Mehitable May (1751-1793). They had 8 children, 5 of whom survived to adulthood. In 1796, William married Lydia Gendall (1762-1809). They had 1 child.
On October 28, 1767, William signed a "nonimportation agreement" promising to not buy anything imported from Britain, joining 650 Bostonians in making the pledge.
On April 8, 1768, William was elected as a member of the Ancient and Honorable Artillery Company of Massachusetts. In 1770, he was appointed as second sergeant. The Company went dormant during the Revolutionary War.
In October, 1774, William planned and led a robbery of a gun house on the Boston Common, taking 2 small brass cannons which he hid in the schoolhouse. Two weeks later, they were removed in a wheelbarrow then hidden under a pile of coal in the blacksmith's shop. The British troops never found the cannons even though they searched the schoolhouse. On January 5, 1775, the cannons were moved to Waltham and were in active service during the Revolutionary War. William was injured during the robbery and treated by Dr Joseph Warren.
On April 18, 1775, Dr Joseph Warren learned the British troops were preparing to cross the Charles River on their way to Lexington with orders to arrest John Hancock (discussed in my July 7, 2025 ANP Article) and Samuel Adams (discussed in my September 15, 2025 ANP Article). In 1775, Boston was basically an island connected to the mainland by one strip of land. This land was guarded by British troops. Dr. Warren knew William was the man for this job as William was a militiaman and loyal patriot. Because his work as a tanner frequently took him out of Boston and onto the mainland, his was a face most of the British troops knew. Unlike his friend, Paul Revere (discussed in my April 16, 2026 ANP Article), William was known as a serious business person.
William was dispatched from Boston about an hour before Paul Revere was dispatched from Medford. There are various stories as to how William evaded the British troops guarding the land bridge from William's joining a group of British soldiers to attaching himself to another passing party to his pretending to be a drunken farmer to the simplest story that he was already known to the guards who simply let him pass. Shortly after he got past the guards, the land bridge was closed down and no others were allowed to leave Boston.
William traveled from Boston through Roxbury, Brookline, Brighton, Cambridge, and Memotomy on his way to Lexington, a journey of 17 miles that took about 3 hours. Unlike Paul Revere, he did not awaken anyone on his ride, being singularly focused on making it to Lexington to warn Adams & Hancock arriving about 1/2 hour after Revere. After a 30 minute break, William and Paul headed to Concord and Dr Samuel Prescott joined them.
When the trio was accosted by British troops, Paul was captured, Samuel jumped a stone wall, and William found a vacant farmhouse. Once inside the farmhouse, knowing he was being followed by the British troops, he loudly declared British troops were following him. The British turned away fearing they were being led into an ambush. Once the British retreated, William fell off his horse and was forced to limp into the night and into obscurity.
After the war, in 1786, William accepted a position as Company Clerk in the Ancient and Honorable Artillery Company of Massachusetts when it was revived. He also went into the provisions business; but, not much is known beyond that.
William died February 25, 1799 at age 53, cause unknown, in Marlborough, Massachusetts. While it was originally though he was interred in the King's Chapel Burying Ground but later research showed his interment was in his 1st wife's family plot in Forest Hills Cemetery.
