The National WWII Museum tells us Okinawa was the final battle before the US invaded mainland Japan. It began April 1, 1945 and more than 12,000 American service members were either killed or recorded as missing. The Japanese lost over 85,000 service members (some who committed suicide rather than surrender) and over 145,000 civilians. The battle lasted 82 days, ending June 22, 1945. The US military reconsidered attacking Japan directly based on what happened on Okinawa. They decided to bomb two major cities in Japan instead of subjecting our service members to what would be a slaughter of civilians in Japan. In a May 24, 2025 ANP article, in which EO 14303Restoring Gold Standard Science was discussed. In the EO, the Director of the Office of Science and Technology Policy (OSTP Director) was ordered to issue guidance on implementing the "Gold Standard Science" within 30 days. It is now thirty days later, and the OSTP Director issued the ordered guidanceOSTP Issues Agency Guidance for Gold Standard Sciencegiving agencies the 60 days from the date of the guidance (and in accordance with EO 14303's time frame) to post their implementation plans (August 22, 2025). Starting in 2026, agencies will be required to report on September 1 of each year how they are doing in implementing the Gold Standard Science program.

So, now we know that June 23 plus 7 days means June 30, 2025 is when this EO will finally go into effect.
Frankly, I do not like the idea that some pencil-pusher determines when the President's EOs go into effect. There needs to be a rule that the first thing published at the FederalRegister are Presidential Actions with no more than a 1-day delay.

On the night of June 21, 2025, at my direction, United States forces conducted a precision strike against three nuclear facilities in Iran used by the Government of the Islamic Republic of Iran for its nuclear weapons development program. The strike was taken to advance vital United States national interests, and in collective self-defense of our ally, Israel, by eliminating Irans nuclear program.
The strike was limited in scope and purpose. The United States discretely targeted three Iranian nuclear facilities. Iranian troops and other military facilities were not targeted. No United States ground forces were used in the strike, and the mission was planned and executed in a manner designed to minimize casualties, deter future attacks, and limit the risk of escalation.
I directed this military action consistent with my responsibility to protect United States citizens both at home and abroad as well as in furtherance of United States national security and foreign policy interests. I acted pursuant to my constitutional authority as Commander in Chief and Chief Executive and pursuant to my constitutional authority to conduct United States foreign relations. The United States took this necessary and proportionate action consistent with international law, and the United States stands ready to take further action, as necessary and appropriate, to address further threats or attacks.

I perceive a lack of respect for Congress on the part of President Trump and his administration. They let the US Citizens know (in a TruthSocial post and press conference no less) before the 48-hour "tell Congress" window passed.
Now Congress has to pass the Letter to the Committee on Foreign Affairs of the House of Representative and the Committee on Foreign Relations of the Senate. And the President has a 60-day 'grace period' to 'finish the action' without any further action on the part of Congress (Sec 5 [50 USC 1544] (b)) unless Congress acts otherwise.
