Your Paper Currency Is Contaminated With Drugs Making It Subject to Confiscation By Law Enforcement Under The Civil Asset Forfeiture Reform Act Of 2000 Public Law 106-185
As preppers, we are aware that in addition to the basics of food, water, clothing, protection, transportation, and shelter, having paper currency in smaller denominations is necessary for SHTF preparation.
In 2020, many businesses stopped allowing cash transactions to "slow/stop the spread" of covid19 choosing to accept debit/credit/gift cards instead. Turns out that the debit/credit/gift cards were more likely to harbor viruses than paper money according to a 2022 study by Newey, Olausson, et.al.Viruses were shown to live as long as 48 hours after initial contamination on plastic cards used for monetary transactions.
On the other hand, drugs contaminate your paper money and residue stays for years. In a 1996 study by Oyler, Darwin, & Conecocaine was present in 79% of one-dollar bills.
In a 2012 study by Fultz, Mann, & Gardner, theyfound methamphetamine contamination in 42% of the one-dollar bills collected from Birmingham, Alabama for the first time since an initial study in 2008. Only cocaine had higher rates of contaminating bills.
In a 2018 study by Jenkins92% of the one-dollar bills were shown to be contaminated by cocaine, heroin, 6-acetylmorphine (6-AM), morphine, codeine, methamphetamine, amphetamine and/or phencyclidine (PCP).
In a 2004 study by Lavins, Lavins, & Jenkins showed THC present in less than 2% of the one-dollar notes meaning you are less likely to have marijuana contaminate your money.
By 2024 a study by Hewes, Pasun, Logan, & Krotulski found drugs on 100% of the 188 one-dollar bills collected in an 11-month period from 13 different cities, Fentanyl was found on 63% of the bills, cocaine on 100% of the bills and methamphetamine on 98% of the bills.
With drugs now showing up almost 100% of dollar bills, what does this mean for law enforcement and their canines?
In a 2018 study byPoupko, Hearn, & Rossanothey point out that law enforcement canines willalwaysalert when exposed to currency because over 98% of our currency is contaminated with drug residue. They conclude that canine alerts to currency should not be considered sufficient to show the currency was used directly in an illicit drug transaction.

Owners need not ever be arrested or convicted of a crime for their cash, cars, or even real estate to be taken away permanently by the government. The government does not have to charge the property owner with any specific crime in order to seize the property, and must prove only by a preponderance of the evidence that the property is legally forfeitable. After property has been seized, the burden of proof shifts to the owner, who must prove that the property was not involved in nor obtained as a result of illegal activity. While the government views civil forfeiture as a powerful tool against the drug trade, organized crime, and political corruption, it is often criticized as an unconstitutional exercise of government power, in violation of the Fourth , Fifth , and Eighth Amendments , and as against a fundamental element of due process.

In other words, it means government can take your property without charging you with a crime because government says it was used in crime and you have to prove to us it wasnt. And good luck with proving a negative!
Civil Asset Forfeiture has been the primary form of punishment against drug dealers in the beginning and all criminal activities now. The idea was if you take the money, property, tools, etc. away from the criminals and you put an end to the criminal activity. You dont even have to charge any individuals with a crime - just confiscate their property. Government did not have to prove the property was used in criminal activity, they only needed to believe it was so.
1. Criminal (against the person) where a criminal conviction of the person is required,
2. Civil Judicial (against the property) where government still has to prove in court the property is/was linked to criminal activity, and
3. Administrative (against the property) used after a seizure when no one contests/claims the seized the property.
Civil Asset Forfeiture is Reformed
On April 25, 2000 the United States Congress passed the Civil Asset Forfeiture Reform Act, HR 1658, Public Law 106-185, reforming those Civil Asset Forfeiture laws to put more emphasis on the government having to show cause. In addition, each state has its own version of the Civil Asset Forfeiture Act imposed at the state level. The Department of Justice Office of Community Oriented Policing Services Asset Forfeiture brochure Appendix B pages 37 & 38 lists the individual state statutes for state forfeiture.
The Reformation of the Civil Asset Forfeiture Act apparently did not stop abuses
By 2016, 84% ofAmericans opposed Civil Asset Forfeiturewhereas 16% though it was appropriate for law enforcement to seize property prior to conviction of any crime. He reminds us of the original reason for the 4th Amendment of the US Constitution: British forces invaded civilian homes taking what they wanted. Now, with the Civil Asset Forfeiture Reform Act, we have the US government doing much the same thing: taking property from citizens without justification or court order.

Asset Forfeiture: the new way to fund law enforcement?
In 2022, the US Marshals Service shows that in 2021 alone they confiscated $3.38 BILLION in Civil Asset Forfeiture. Wikipedia shows the Department of Justice Asset Forfeiture Fund grew from $93.7 MILLION in 1986 to more than $2.50 BILLION by 2010. The Treasury Forfeiture Fund Accountability Reports (established in 1992, reports available for FY 1993 to FY 2024) shows $2,262,505 in forfeiture assets for FY 2024 versus $1,618,599 in FY 2023. The Treasury administers the program for:
Internal Revenue Service Criminal Investigations Division (IRS-CI), U.S. Department of the Treasury;
U.S. Customs and Border Protection (CBP), Department of Homeland Security;
U.S. Homeland Security Investigations (HSI), Department of Homeland Security;
U.S. Secret Service (USSS), Department of Homeland Security;
U.S. Coast Guard, Department of Homeland Security.
Other statutory member agencies include the Federal Law Enforcement Training Center (FLETC), Financial Crimes Enforcement Network (FinCEN), and the Tax and Trade Bureau (TTB).
The Civil Asset Forfeiture Reform Act of 2000 and 28 USC 524(c) requires that the Department of Justice Civil Asset Forfeiture Program report to Congress and make available to the public at the end of each fiscal year a summary-level report reflecting Asset Forfeiture Program annual statistics including Assets Forfeiture Fund (AFF) expenditures and deposits, as well as Official Use and Equitable Sharing activity.
And heres the bigger thing, it is so profitable that many other agencies, like ATF , as well as individual states, are getting involved in the forfeiture game. With the democratic defunding of law enforcement, Civil Asset Forfeiture seems to be the new way to fund local law enforcement.

Another Reform Act to "fix" the Reformed Act?
By 2023, Congressman Tim Walberg (Michigan) introduced the FAIR Act, HR 1525, with a goal of limiting governmental over-reach thereby restoring the constitutional rights of US Citizens. It was introduced to Congress June 14, 2023 and has yet to make it out of committee.

How can you protect yourself from contaminated bills, and the possibility of having them forfeited to law enforcement via drug sniffing dogs, without giving up carrying paper money?
With 100% of bills tested showing positive for some kind of drug in 2024 to include cocaine, heroin, 6-acetylmorphine (6-AM), morphine, codeine, methamphetamine, amphetamine, phencyclidine (PCP), and fentanyl; I would think it prudent to protect yourself and your loved ones from these contaminated bills. But how?
Wash them!
I admit I have inadvertently left bills and coins in my pockets and then tossed them in the washer and dryer. The bills and coins were not damaged in the least. Yet, banks and others discourage washing your money because being too forceful with your washing can damage the bill. I think it would not be advisable to just toss your money into the washer without some form of protection (like being in a pocket). Claudia & Angelo Zimmerman recommend an old lingerie bag to hold your money while in the washer. Just be sure to not over-stuff the bag and perhaps include a small towel inside the bag. You would then wash the bills on the gentle cycle in cold water (check the bills part way through the first wash cycle to ensure the bills are still intact). Then, lay the bills flat to dry at room temperature (beware that using the clothes dryer, hair dryer ,or other heat source may damage the bills).
In How to Clean Your Money they provide the following instructions for cleaning your paper currency:
What You Need To Clean Paper Money
1. A clean plastic lid or a sheet of acrylic which is used as a clean surface.
2. A clean plastic container or bowl full of warm soapy water.
3. Dish washing soap or other gentle cleanser.
4. One cup of water.
5. A sponge.
How to Clean Paper Money
1. Place your old paper money on the clean plastic surface.
2. Pour the water in the container.
3. Add a small amount of dish washing soap.
4. Dip the sponge in the soapy water.
5. Very softly wipe the note laterally, from the middle to the edges.
6. Be sure not to scrub or aggressively wipe the note to avoid tears, creases and damage.
7. Make sure you lightly wipe both ends of the notes.
8. Turn the note over and repeat the same cleaning process.
9. Use some clean water to rinse the note off in the same way as the cleaning.
10. To dry, air drying is the best option. Its not recommended to fan dry as the note can blow away. If the note is creased after drying you can try and flatten it by using a heavy book on top.
