Restoring Commercial Fishing, White House Navy Mess 75th Anniversary, FLOTUS Fostering The Future, FISA Expires, America250, And More

On June 11, 2026, President Trump signed Proclamation Restoring American Commercial Fishing in the Pacific reestablishing hundreds of thousands of square miles of water in the Pacific Ocean for American commercial fishing. The Proclamation details the historical process of how these waters came to be off limits during the Bush & Obama terms. Prior to these restrictions, these waters were managed by the Federal government. 

President Trump and his team researched the result of these restrictive actions and found that appropriately managed commercial fishing in the area complying with current commercial fishing statutory authorities will not put historic or scientific objects within these areas at risk. President Trump has determined that there are enough statutory and Federal restrictions on commercial fishing that these additional restrictions from Bush & Obama are not necessary. President Trump writes:

NOW, THEREFORE, I, DONALD J. TRUMP, President of the United States of America, by the authority vested in me by the Constitution and the laws of the United States, including section 320301 of title 54, United States Code, hereby proclaim that Proclamations 8031, 8335, 8337, and 9478 are modified to remove certain monument-based prohibitions on commercial fishing in:  (a) the Islands Unit of the Mariana Trench Marine National Monument; (b) the Mau Zone and Ho’omalu Zone and areas seaward of 50 nautical miles within the Papahānaumokuākea Marine National Monument; and (c) waters between 12 and 50 nautical miles surrounding Rose Atoll, consistent with applicable fishery management plans and implementing regulations.  Only United States flagged vessels shall be allowed to fish commercially within the boundaries of these monuments, except that permits may be issued to foreign flagged vessels to transport fish harvested by United States fishermen.

Nothing in this proclamation alters existing restrictions applicable within 50 nautical miles of the center geographical positions of certain islands and reefs in the Northwestern Hawaiian Islands or within 12 nautical miles of Rose Atoll.  Such restrictions may be modified pursuant to applicable statutory and regulatory processes.

Commercial fishing conducted in areas of national monuments where such fishing was prohibited under previous proclamations shall remain subject to all applicable statutory and regulatory requirements, including under Magnuson-Stevens.  The Secretary of Commerce shall amend or repeal existing regulations that are inconsistent with this proclamation’s removal of monument-based prohibitions on commercial fishing, including those within Papahānaumokuākea Marine National Sanctuary regulations.  I further direct that the Secretary of Commerce shall assess whether discretion to enforce regulations that currently prohibit commercial fishing can be utilized in the interim to advance the policy outlined in this proclamation.

To the extent that any provision of Proclamations 8031, 8335, 8337, 9478, or 10918 is inconsistent with this proclamation, the terms of this proclamation shall govern.

President Trump concludes the proclamation by writing:

President Trump continues to deliver historic change for the US fishing industry.

On June 11, 2026, the White House published the Presidential Message on U.S. Catholic Bishops Honoring the 250th Anniversary of American Independence joining them as they consecrated the US to the Sacred Heart of Jesus reminding us that:

America has always been guided by the loving hand of God . . .  a land of prayer, place of miracles, and home to some of the most faithful and devoted Christians to ever live.

Catholic Bishop John Carroll consecrated our new nation to Mary, Mother of God shortly after the end of the Revolutionary War. 

Following the consecration of June 11, on June 12, Christians in the US and around the world will be celebrating the Feast of the Most Sacred Heart of Jesus. 

June 12 also marks the day President Ronald Reagan delivered his historic address at Brandenburg Gate in Berlin, Germany in which he implored Soviet General Secretary Mikhail Gorbachev to tear down this wall. President Reagan continued remarking: 

The totalitarian world produces backwardness because it does such violence to the spirit, thwarting the human impulse to create, to enjoy, to worship.

The East German government built a television tower with a glass sphere at the top. No matter what they did to it, when the sun strikes that sphere, it make the sign of the cross. President Reagan remarked:

There in Berlin, like the city itself, symbols of love, symbols of worship, cannot be suppressed.

Also on June 12, 200 miles away in Poland, Pope Saint John Paul II challenged a group of Polish youth saying:

Each of you, young friends, also finds your own ‘Westerplatte’ in life.  A set of tasks that must be undertaken and fulfilled.  A just cause that you cannot simply fail to fight for.  A duty, an obligation, from which you cannot shirk.  You cannot ‘desert.’  Finally—a certain order of truths and values that must be ‘upheld’ and ‘defended,’ just as at Westerplatte, within oneself and around oneself.  Yes, defended—for oneself and for others.

President Trump concludes his Message writing:

Today, nearly four decades later, our Nation and our culture confront a new set of menacing ideologies seeking once again to cast God out from our society.  But today, as Catholic Bishops consecrate the United States of America to the Sacred Heart of Jesus in this 250th year of our Independence, we recommit ourselves, like President Reagan and Pope Saint John Paul II, to defending our spiritual identity and great civilizational inheritance.  Above all, we pray that America will continue for the next 250 years, and beyond, to be a land of faith, a country of miracles, and a light and glory to all nations.

On June 11, 2026, President Trump signed the Proclamation 75th Anniversary of the White House Navy Mess, 2026 recognizing the culinary services provided to the Commander in Chief and the First Family by the US Navy. These Food Service Naval Service Men and Women demonstrate professional expertise, military precision, and unwavering commitment to the office of the Commander in Chief each and every day.

President Rutherford B Hayes was the first Commander in Chief to utilize Navy cooks in 1880 aboard the Presidential Yacht USS Despatch. This service eventually evolved into the White House Navy Mess. Beyond the Mess, Navy cooks also do event catering, logistics, valet services, and food preparation when the President travels anywhere.

The White House Navy Mess has earned numerous awards for their outstanding performance in directly supporting the President of the United States, their Commander in Chief. On June 11, 2026, the Office of the First Lady published the statement First Lady Melania Trump Launches Fostering the Future Accounts America’s First Savings & Investment Vehicle for Foster Youth. This program was designed with the Department of the Treasury to provide Foster Youth aging out of the system with the ability to be fiscally autonomous enabling them the same chance for asset ownership and long-term wealth as established in the OBBB. Currently, a total of 23 Governors have pledged to set up Fostering the Future Accounts for Foster Youth in their State's care. The statement recognizes the following Governors for their pledge:

When they turn eighteen, foster youth will be able to access the assets they own through Fostering the Future Accounts. This will give them a foundation for independence and opportunity. For Fostering the Future youth, empowerment comes through ownership. This includes ownership of knowledge through education and now ownership through savings and investment accounts. Education and savings accounts are the first steps toward personal independence.

Fostering the Future accounts help create the conditions where liberty can flourish. Success is not about how many benefits a person receives, but rather about how much independence they achieve. Starting today, the Treasury will let state child welfare agencies and foster youth representatives set up Fostering the Future Accounts for children in foster care.

We already have measurable results: 23 governors have pledged to set up Fostering the Future Accounts in their States—including Governor Little from Idaho who is here with us today. Thank you, Governor. Now is the time for everyone to act. All 50 states should pledge to protect America’s foster youth. Let’s elevate America’s children above politics.

I urge every governor and business leader in America to help fund these accounts. Together, we can make sure foster youth enter adulthood with assets, opportunity, and a stronger path to independence. This is a historic moment for our nation. Both chambers of Congress have decided they need yet another 3-day weekend, leaving the work of We The People unfinished. I suspect they will continue to do this until after January 2027 when the mid-term Congress takes effect. After all, the vast majority of the dumocrats have decided to vote 'NO' on everything as we have seen so I suspect nothing that requires a 2/3 'YES' vote will pass between now and January 2027. 

Are we looking at another government shutdown beginning October 1, 2026? It takes a 2/3 vote to pass the budget and it does not look like the dumocrats will be voting 'YES' on anything. 

Please keep this in mind as you head to the polls in November! Oh, and vote in person! As we have seen in CA, people who voted for Spencer Pratt are having their mail-in ballots challenged (so the vote is not counted until AFTER the ballots are successfully challenged).

🚨 BREAKING NEWS: Tens of thousands of Spencer Pratt voters are now receiving rejection letters from the county clerk saying that their ballots were not counted due to signature irregularities. Yet, Governor Gavin Newsom just passed legislation that would make it illegal for anyone conducting oversight, to contest signatures that they deemed fraudulent. Democrats allow ballots to be signed with an X, a -, or a 🙂 to pass and count, but all of a sudden, only Republican signatures are being flagged for irregularities, rejected, and not counted. 🤔 One of these California Republican voters said that his signature has been on file for over 20 years and there has never been an issue until he voted for Spencer Pratt. Nithya Ramen has beaten Spencer Pratt by less than 3000 votes. There are at least 18,000 Pratt voters who received this letter saying their votes were rejected.

The SENATE convened on June 9, 2026 at 10am and adjourned at 4:43pm. 

The Senate made the 2 votes:

    • Vote 171 On the Cloture Motion - PN851-7 - Justin D. Smith, of Missouri, to be United States Circuit Judge for the Eighth Circuit, vice William Duane Benton, retiring (submitted March 2, 2026) - Agreed to 47-43 with 10 members not voting
    • Vote 170 On the Nomination - PN901-4 - Brock Dahl, of Maryland, to be Legal Adviser of the Department of State, vice Reed Rubinstein (submitted April 13, 2026) - Confirmed 49-44 with 7 members not voting

The SENATE will reconvene at 3pm on June 15, 2026.

The HOUSE convened on June 10, 2026 at 10am and adjourned at 6:20pm.  

The House discussed 3 bills:

    • HCR109 - Allowing Emancipation Hall to be used for a ceremony to dedicate the Semiquincentennial Congressional Time Capsule on Wednesday, June 24, 2026.
    • HR1335 - Condemning actors seeking to defraud the United States Government, and expressing the sense of the House of Representatives that governmentwide fraud and improper payment prevention reforms will meaningfully improve the financial prosperity of the United States, and that Federal program eligibility should be verified before payment.
    • * HR9238 - To amend the FISA Amendments Act of 2008 to extend the authorities of title VII of the Foreign Intelligence Surveillance Act of 1978, and for other purposes. (remember yesterday, this bill had no official title and it was not found on the Congress website)

The House made 2 votes covering  of the discussed bills:

    • Vote 222 - HR1335 - YEA-AND-NAY - On Agreeing to the Resolution - Passed - 235-177 with 2 members voting 'present' and 17 members not voting at all
    • Vote 221HR9238 - 2/3 YEA-AND-NAY - On the Motion to Suspend the Rules and Pass - Failed - 198-218 with 15 members not voting

This means the FISA bill is dead. The House did not pass the extension. The Foreign Intelligence Surveillance Act of 1978 Amendments Act of 2008 expires June 12, 2026. A total of 19 GOP and 199 Dems voted to allow the act to expire with 9 GOP and 6 Dems not voting at all. 

Since they used FISA to run the Russia, Russia, Russia Hoax scam on President Trump in his 1st term, I am glad it expires before Congress meets again!

The HOUSE will reconvene at 10:30am on June 15, 2026.

In the lawsuit DSCC [DCCC, DNC, & DGA] v. Trump docket # 1:26-cv-01114 (discussed in my April 1, 2026April 4, 2026, and April 9, 2026 ANP Articles) filed in District Court, District of Columbia on April 1, 2026 about Election Integrity Executive Order where The Democratic Party (DSCC, DCCC, DNC, and DGA) sued the Trump administration over the new executive order titled “Ensuring Citizenship Verification and Integrity in Federal Elections," which purports to exert federal control over election administration and limit mail-in ballots. Suits challenging the executive order by the League of United Latin American Citizens and the NAACP were consolidated with this case on April 10, 2026. Judge Carl J Nichols was randomly assigned to the combined case.

On May 28, 2026, Judge Carl J Nichols ordered:

ORDERED that Plaintiffs’ Motions for a Preliminary Injunction, ECF 29; ECF 34; ECF 37, are DENIED. 

The accompanying Memorandum Opinion concluded:

In any event, given that the Executive Order does not command Plaintiffs to do anything, and that no agency has yet acted pursuant to the Order in a way that could harm Plaintiffs, they have not suffered any harm at present, much less harm that is “certain,” “great,” and imminent. Wis. Gas Co., 758 F.2d at 674.

For the foregoing reasons, the Court denies Plaintiffs’ Motions for a Preliminary Injunction, ECF 29, ECF 34, ECF 37. The Court will issue an order contemporaneously with this decision.

On June 1, 2026, Plaintiffs appealed the denied PI:

Pursuant to 28 U.S.C. § 1292(a)(1), Plaintiffs DSCC, DCCC, Democratic National  Committee, Democratic Governors Association, Charles E. Schumer, and Hakeem S. Jeffries hereby appeal to the United States Court of Appeals for the D.C. Circuit from the Order denying their Motion for a Preliminary Injunction, entered in the above-captioned case on May 28, 2026. ECF No. 144 (Order); ECF No. 143 (Memorandum Opinion). 

On June 8, 2026, in a Notice of Case Developments, Defendants note:

Federal Defendants in the above-captioned matters respectfully submit the following notice regarding recent developments in this matter:

Earlier today, Secretary Mullin signed a memorandum pertaining to implementation of Executive Order 14,399. This memorandum rescinds and supersedes the recommendation approved on June 4, 2026, which Defendants noticed in this Court on June 5. The June 8 action more accurately reflects the current policy of the Administration with respect to the implementation of EO 14,399.

Under the new memorandum, Secretary Mullin has approved a technological approach toward implementing the infrastructure contemplated in Executive Order 14,399. Under this approach, USCIS, in coordination with the Social Security Administration and the Department of State, would deliver by June 30, 2026, a mechanism for States to receive secure, state-focused citizenship-related information from each agency. In so doing, USCIS is working to facilitate direct sharing of citizenship list information with the States. The Secretary further approved a phased plan under which citizen-facing portal capabilities would be developed and implemented later in 2026, once sufficient legal, privacy, and technical groundwork has been completed. Finally, the Secretary authorized DHS to continue preliminary conversations with USPS concerning potential data-sharing arrangements, and should USPS finalize its rulemaking process, consider working to advance potential coordination to the extent feasible and consistent with applicable law and privacy protections. Such data-sharing arrangements are not directed by EO 14,399 and would be contingent upon whether USPS issues a final rule; the content of such rule, if any; and any policy and legal determinations as to the desirability and feasibility of any such data-sharing.

Defendants’ previous notice stated that the now-rescinded memorandum had as one of its parts the “implementation of a SAVE-based State Voter Roll Verification, whereby state election officials can submit their entire voter roll records to the USCIS Systematic Alien Verification for Entitlements program (SAVE) system for verification.” Executive Order 14,399 does not direct that approach, and the new memorandum no longer includes that discussion.

So, it looks like DHS Secretary Mullin has reviewed the challenges to the EO and made adjustments to allay concerns while still fulfilling the purpose and policy of the EO. Now it is up to the Courts to decide if this is enough.

Even though we ended with the creation of the Declaration of Independence on June 11, 1776 (see my June 11, 2026 ANP Article), there were other Battles fought prior to July 4, 1776 when the Colonies declared Independence. The first of these was the Battle of Bunker Hill. The majority of the battle actually occurred on Breed's Hill. Prior to the battle, the British had seized Boston on April 19, 1775.

On June 13, 1775, Patriots learned the British were planning to fortify the hills surrounding Boston which would give them control of Boston Harbor. In response, William Prescott ordered the 1,200 troops under his command to occupy both Bunker and Breed Hills and to create fortified lines across the Charlestown Peninsula. Then they laid in wait for the British to show up.

By June 16, 1775, the British finally noticed the Patriot forces surrounding them and at daybreak on June 17, 1775, the British made assaults on the Patriots. The first 2 assaults were repelled with significant British casualties. The 3rd wave of assault, however, had the Patriots retreating to the other side of Bunker Hill. This left the British in control of the peninsula. The Battle of Bunker Hill was a costly victory for the British with 226 killed and 828 wounded compared to the Patriots who lost 138 troops, saw 305 troops wounded, and 30 troops captured by the British (most of these casualties came as they withdrew). Of the 30 troops captured, most were severely injured and 20 of them died while captive.

While the Patriots lost this battle, and the British would continue their siege of Boston though March 17, 1776, ultimately, the Patriots' fight for Independence would succeed. But there would be many sieges, battles, wins and losses along the way. Next up the Battle of Quebec, the final battle before the Colonies declared Independence from Britain.
