In a speech last month, I explained how Americas dominant position in technology can only be maintained through a strategy of both promotion and protection. Today, Id like to speak a little bit about our shared mission of furthering scientific advancement.

On May 19, 2025, President Trump announced Representative Brian Mast is introducing a bill to ensure the new Medal of Sacrifice will be awarded to all Law Enforcement Officers who lose their life in the line of duty. He awarded the first three Medals of Sacrifice to the families of Palm Beach Law Enforcement Officers: Corporal Louise Paez Jr, Deputy Sheriff Ralph Butch Waller Jr, and Deputy Sheriff Ignacio Dan Diaz.
Last year in a horrific accident in November the three officers were working to restart one of their motorcycles on the shoulder of a road when they were struck by a SUV. Stuck dead center. And all three perished from their injuries. Essentially they perished immediately. This was a terrible tragedy.
A bill is a proposal for a new law or a change to an existing law. The idea for a bill can come from a sitting member of the U.S. Senate or House of Representatives or be proposed during their election campaign. Bills can also be petitioned by people or citizen groups who recommend a new or amended law to a member of Congress that represents them.
Once a bill is introduced, it is assigned to a committee whose members will research, discuss, and make changes to the bill.
The bill is then put before that chamber to be voted on.
If the bill passes one body of Congress, it goes to the other body to go through a similar process of research, discussion, changes, and voting.
Once both bodies vote to accept a bill, they must work out any differences between the two versions. Then both chambers vote on the same version of the bill. If it passes, they present it to the president.
The president then considers the bill. The president can approve the bill and sign it into law. Or the president can refuse to approve a bill. This is called a veto.
If the president chooses to veto a bill, in most cases Congress can vote to override that veto and the bill becomes a law. But if the president does not sign off on a bill and it remains unsigned when Congress is no longer in session, the bill will be vetoed by default. This action is called a pocket veto, and it cannot be overridden by Congress.
The Senate and the House have some procedural differences. While both are equal in how they function, only the House can initiate tax and revenue-related legislation. And only the Senate can draft legislation related to presidential nominations and treaties. While the House processes legislation through a majority vote, the Senate does so through deliberation and debate prior to voting.
The House Budget Committee (step 1) passed the bill to move on to the House Rules Committee (also step 1) by a vote of 17-16 withReps. Ralph Norman (SC), Chip Roy (TX), Andrew Clyde (GA), and Josh Brecheen (OK) simply voting present.

Last week, during National Police Week, law enforcement officers visited the White House and voiced their support for No Tax on Overtimea key part of President Trumps One, Big, Beautiful Bill. One officer called it a huge advantage to law enforcement across the country.
The One Big Beautiful Bill is a historic piece of legislation that empowers ICE to deport the millions of illegal immigrants that entered under Joe Biden, ensures illegal immigrants do not receive food stamps or Medicaid, taxes money illegal aliens send out of the country, and permanently secures the border.
The Big Beautiful Bill includes tens of billions of dollars in expanded ICE detention and calls for hiring a minimum of 10,000 new ICE agents. The House Judiciary Committee says the bill provides funding for at least 1 million annual removals, 10,000 new Immigration and Customs Enforcement (ICE) personnel, and detention capacity sufficient to maintain an average daily population of at least 100,000 aliens.
As NumbersUSA said in a statement: For decades Congress has promised to secure the border and failed to deliver. The House Reconciliation bill delivers on the promise of building the border wall, 10,000 ICE officers, detention beds, historic funding for Customs and Border Patrol and a tax on money illegal aliens send out of the country. The Trump Administration needs this funding to deport illegal aliens, millions of whom entered the country over the last four years.
Even opponents of the Presidents agenda acknowledge that this historic legislation will allow ICE to ramp up mass deportation operations to a level never before seen in American history.
Put simply, The Big Beautiful Bill will empower Big Beautiful Deportations.
I, for one, will not be holding my breath for both houses of Congress to process a budget bill that both houses agree upon any time soon. We will be hearing about the One Big Beautiful Bill for months to come; after all, it's only in the first step of the process - it just moved from one committee to another. Things will be "slipped in" at the last moment (as a compromise between the factions) and we won't know what those things are until the vote is over and they release the final product.
