National Korean War Veterans Armistice Day, EU-US Trade Agreement, OBBB Title IX, Patriot Thomas Heyward Jr, And More

At the end of WWII, inmid-September 1945,South Korea was freed from Japanese occupationand was just starting to recover when North Korea, with the support of Russia, invaded them in 1950. ByJune 25, 1950 the US became involved to support South Korea. Three years, 36,000 US casualties, and 103,000 injured US service members later, on July 27, 1953, an armistice was signed dividing Korea into North & South by treaty at the 38th parallel. During the 3 years of this war, US service members were exposed to temperatures that included wind chills of -100F causing health issues such as trauma to the nervous system, skin, and muscles, vascular conditions, foot-related injuries such as trench foot, frostbite scars, and skin cancer as well ashazardous substances such as asbestos, polychlorinated biphenyl, and ionizing radiation,which were unknown to veterans of other wars. Some of these injuries were such that they were passed on genetically to children of those who served in this war.

On July 28, 2025, the White House published the Presidential Message on National Korean War Veterans Armistice Daypaying tribute to US heroes who fought to free South Korea from the combined forces of North Korea and Russia. The 38th parallel remains the demilitarized zone separating North and South Korea. President Trump was the first sitting US President to cross the zone and enter North Korea to negotiate denuclearization, release of US hostages, and the return of US service member remains with the Communist Ruler of North Korea. The message concludes:

This National Korean War Veterans Armistice Day, we honor the patriots who fought and died in Korea so that freedom might endure both on our land and beyond our shores. We vow to rebuild our military, support our veterans, and stand strong against forces of tyranny. Above all, we proudly remember every American hero who shed their blood to defend our home, our heritage, and our glorious way of life. Their valiant legacy will never be forgotten.


On July 28, 2025, the White House released the article DEALMAKER-IN-CHIEF: President Trump Secures Landmark Peace, Trade Dealslauding President Trump's trade deal victories this past weekend in Scotland between the US and the European Union as well as between the US and Great Britain. While in Scotland, President Trump also spoke with the leaders of Thailand and Cambodia, negotiating an "immediate and unconditional" ceasefire. The article reminds us that President Trump has also negotiated peace agreements between Israel & Iran (although it has been broken and renegotiated multiple times since the original agreement), Rwanda & the Democratic Republic of the Congo, India & Pakistan, and Egypt & Ethiopia. Also on July 28, 2025, the White House published the Fact Sheet: The United States and European Union Reach Massive Trade Dealin advance of publishing the EO. The Fact Sheet explains that this trade deal with the EU makes global history providing the US with unprecedented levels of market access to the EU, with the EU agreeing to purchase $750,000,000,000 of US energy and make investments in the US worth $600,000,000,000 by 2028. The White House thinks this deal will enable U.S. farmers, ranchers, fishermen, and manufacturers to increase U.S. exports, expand business opportunities, and help reduce the goods trade deficit with the European Union. The EU has agreed to a 15% tariff on everything (including autos and auto parts, pharmaceuticals, and semiconductors). However, there is still a 50% tariff on steel, aluminum, and copper. The EU has also agreed to streamline their burdensome EU requirements eliminating much of the "red tape" involved with importing/exporting, streamline sanitary certificates for US pork and dairy products, and purchase a significant amount of US military equipment.

Today's installment of "What's in the OBBB" continues with Title IX - Committee on Homeland Security and Governmental Affairs, sections 90001 to 90103 (page 286 to 292):

Subtitle A Homeland Security Provisions

Sec. 90001. Border infrastructure and wall system. $46,550,000,000 for (1) Construction, installation, or improvement of new or replacement primary, waterborne, and secondary barriers, (2) Access roads, (3) Barrier system attributes, including cameras, lights, sensors, and other detection technology, and (4) Any work necessary to prepare the ground at or near the border to allow US Customs and Border Protection to conduct its operations, including the construction and maintenance of the barrier system. Effective July 4, 2025, funds to remain available through September 30, 2029.

Sec. 90002. U.S. Customs and Border Protection personnel, fleet vehicles, and facilities. Allocates funds from the Treasury for fiscal year 2025 as follows (none of the funds made available by this section may be used to recruit, hire, or train personnel for duties of processing coordinators after October 31, 2028):

  1. Personnel - $4,100,000,000 to remain available through September 30, 2029, to hire and train additional Border Patrol agents, Office of Field Operations officers, Air and Marine agents, rehired annuitants, and US Customs and Border Protection field support personnel.
  2. Retention, Hiring, and Performance Bonuses - $2,052,630,000 to remain available through September 30, 2029, to provide recruitment bonuses, performance awards, or annual retention bonuses to eligible Border Patrol agents, Office of Field Operations officers, and Air and Marine agents.
  3. Vehicles - $855,000,000 to remain available through September 30, 2029, for repair of existing patrol units and lease or acquisition of additional patrol units.
  4. Facilities - $5,000,000,000 for necessary expenses relating to lease, acquisition, construction, design, or improvement of facilities and checkpoints owned, leased, or operated by US Customs and Border Protection.

Sec. 90003. Detention capacity.

  • (a) In General - $45,000,000,000 from the 2025 Treasury to remain available for this section through September 30, 2029 for single adult alien detention capacity and family residential center capacity.
  • (b) Duration and Standards - Aliens may be detained at family residential centers, as described in subsection (a), pending a decision, under the Immigration and Nationality Act (8 U.S.C. 1101 et seq.), on whether the aliens are to be removed from the United States and, if such aliens are ordered removed from the United States, until such aliens are removed. The detention standards for the single adult detention capacity described in subsection (a) shall be set in the discretion of the Secretary of Homeland Security, consistent with applicable law.
  • (c) Definition of Family Residential Center: "family residential center" means a facility used by the Department of Homeland Security to detain family units of aliens (including alien children who are not unaccompanied alien children (as defined in section 462(g) of the Homeland Security Act of 2002 (6 USC 279(g)))) who are encountered or apprehended by the Department of Homeland Security.

Sec. 90004. Border security, technology, and screening. $6,168,000,000 from 2025 Treasury to remain available through September 30, 2029 for the following (none of these funds may be used for procurement or deployment of surveillance towers along the southwest border and norther border that have not been tested and accepted by US Customs and Border Protection to deliver autonomous (a syste4m designed to apply artificial intelligence, machine learning, computer vision, or other algorithms to accurately detect, identify, classify, and track items of interest in real time such that the system can make operational adjustments without the active engagement of personnel or continuous human command or control) capabilities):

  1. Procurement and integration of new nonintrusive inspection equipment and associated civil works, including artificial intelligence, machine learning, and other innovative technologies, as well as other mission support, to combat the entry or exit of illicit narcotics at ports of entry and along the southwest, northern, and maritime borders.
  2. Air and Marine operations' upgrading and procurement of new platforms for rapid air and marine response capabilities.
  3. Upgrades and procurement of border surveillance technologies along the southwest, northern, and maritime borders.
  4. Necessary expenses, including the deployment of technology, relating to the biometric entry and exit system under section 7208 of the Intelligence Reform and Terrorism Prevention Act of 2004 (8 USC 1365b).
  5. Screening persons entering or exiting the US.
  6. Initial screenings of unaccompanied alien children (as defined in section 462(g) of the Homeland Security Act of 2002 (6 U.S.C. 279(g))), consistent with the William Wilberforce Trafficking Victims Protection Reauthorization Act of 2008 (Public Law 110-457; 122 Stat. 5044).
  7. Enhancing border security by combating drug trafficking, including fentanyl and its precursor chemicals, at the southwest, northern, and maritime borders.
  8. Commemorating efforts and events related to border security.

Sec. 90005. State and local assistance. States must apply to the Secretary of Homeland Security for these grants:

(a) State Homeland Security Grant Programs - appropriated to FEMA for fiscal year 2025 (of which no more than 1% may be used for administering the grants) to remain available through September 30, 2029 and administered under the State Homeland Security Grant Program authorized under section 2004 of the Homeland Security Act of 2002 (6 USC 605):

    • (A) $500,000,000 for State and local capabilities to detect, identify, track, or monitor threats from unmanned aircraft systems,
    • (B) $625,000,000 for security and other costs related to the 2026 FIFA World Cup this fundingshall NOT be subject to the requirements of section 2004(e)(1) or section 2008(a)(12) of the Homeland Security Act of 2002 (6 U.S.C. 605(e)(1), 609(a)(12)).,
    • (C) $1,000,000,000 for security, planning, and other costs related to the 2028 Olympics this fundingshall NOT be subject to the requirements of section 2004(e)(1) or section 2008(a)(12) of the Homeland Security Act of 2002 (6 U.S.C. 605(e)(1), 609(a)(12))., and
    • (D) $450,000,000 for the Operation Stonegarden Grant Program (Related to Title VIII - Section 86001 Garden of Heroes which was already allocated $40,000,000).
(b) State Border Security Reinforcement Fund of $10,000,000,000 is established with funds to remain available through September 30, 2034 with eligibility determined by the Secretary of Homeland Security for completed, ongoing, or new activities that occurred on or after January 20, 2021, for the purposes of:

    1. (A) Construction or installation of a border wall, border fencing, or other barrier, or buoys along the southern border of the US which may including planning, procurement of materials, and personnel costs related to such construction or installation,
    2. (B) Any work necessary to prepare the ground at or near land borders to allow construction and maintenance of a border wall or other barrier fencing,
    3. (C) Detection and interdiction of illicit substances and aliens who have unlawfully entered the US and have committed a crime under Federal, State, or local law, and transfer or referral of such aliens to the Department of Homeland Security as provided by law, and
    4. (D) Relocation of aliens who are unlawfully present in the USD from small populations centers to other domestic locations.

Sec. 90006. Presidential residence protection. $300,000,000 to FEMA to remain available through September 30, 2029 for reimbursement of extraordinary law enforcement personnel costs for protection activities directly and demonstrably associated with any residence of the President incurred on or after July 1, 2024 in excess of typical law enforcement operation costs, directly attributable to the provision of protection described above, and associated with a nongovernmental property. FEMA may not use more than 3% of these funds for the purpose of administering these grants/reimbursements.

Sec. 90007. Department of Homeland Security appropriations for border support. $10,000,000,000 to remain available through September 30, 2029 for reimbursement of costs incurred in undertaking activities in support of DHS mission to safeguard the borders of the US.

Looks like DHS US Customs & Border Patrol is finally being funded to the point where they can financially do the job they are being asked to do: Remove all illegal aliens from our country!

Subtitle B Governmental affairs provisions

Sec. 90101. IAW HR 2193 Federal Employee Health Benefits (FEHB) Act of 2025, FEHB improvements of $66,000,000 to be disbursed in fiscal year 2026 and remain available through fiscal year 2035. OMB is tasked to verify family members once every 3 years in regards to family members being covered under FEHB.

Sec. 90102. Pandemic Response Accountability Committee. $88,000,000 to remain available from fiscal year 2026 until expended to support oversight of the Coronavirus response and of funds provided in this Act or any other Act pertaining to the Coronavirus pandemic.

Sec. 90103. Appropriation for the Office of Management and Budget. $100,000,000 from the Treasury for 2025 to remain available through September 30, 2029 for purposes of finding budget and accounting efficiencies in the executive branch.

Why does the government still have its own health benefits program? Shouldn't they be on Obamacare like the rest of the US? Same goes for Congress. They should be forced to endure the same laws they enforce upon US Citizens!

Today's Patriot is Thomas Heyward Jr who was born July 28, 1746 in St. Luke's Parish, South Carolina. Because his uncle was also Thomas, Thomas the younger added "Jr" to his nameto differentiate himself from his uncle. He was home-schooled, then went to England in 1765 to study law. A patent for Arms was issued to Thomas dated December 1, 1768 (granted while he was a student) with the Arms and Crest being issued to his father, Daniel Heyward. On May 25, 1770 he passed the BAR. He toured Europe where he noticed the difference between the industry and simplicity of home compared to the indolence, luxury, pride, and haughtiness of Europe. He returned to South Carolina in 1771.

Thomas married his first wife, Elizabeth Mathews, in 1772. She died in childbirth in 1782 in Philadelphia where Thomas while being swapped in a prisoner exchange. They had 7 children, but only 1 son lived to adulthood. He married again in 1786 to Elizabeth Savage. They had 4 children, 3 of whom lived to adulthood. DNA shows he impregnated at least one of his female slaves making him the grandfather of Thomas E. Miller, one of 5 African Americans elected to Congress in the 1890s.

In 1775 Thomas was elected to the Continental Congress. He has the honor of being the last delegate to sign the Declaration of Independence. In 1778, Thomas moved back to South Carolina where he served as a judge. There, he was judge in a case of treason where multiple people were convicted and executed within view of the British lines.

He served as a Captain of Artillery in the South Carolina Militia. During the battle at Beaufort in 1779, he received a gunshot wound. On August 27, 1780 Thomas was taken prisoner during the siege of Charleston by the British. On September 4, 1780, he was transported to St. Augustine, Florida where he remained for about 11 months. During his imprisonment, he changed the lyrics to God Save the King and called it God Save the States, Thirteen United States, God Save them Allas a parody. He was then freed in a prisoner exchange in 1782. They confiscated his slaves keeping 130 of them (worth about $50,000 at that time) who were transported to Jamaica to work in the sugar plantations by the British. It was because of this loss he was considered a 'martyr of the revolution.'

After his return to South Carolina, Thomas was an Associate Law Judge. Thomas also served as a delegate at the South Carolina Constitutional Convention and ratified the South Carolina Constitution. By 1785, he founded and served as first president of the South Carolina Agricultural Society. He retired in 1789, returning to his plantation.

Thomas died April 22, 1809 at age 63 (cause unknown) and buried next to his father in the family cemetery at Old House. The cemetery is a state-designated historic site located on South Carolina Route 336 in Jasper County, identified by a roadside historical marker. His grave includes a memorial stone and a bust of Thomas provided by South Carolina.
