Restoring Integrity to US Financial Systems, Integrating FinTech, World Trade Week, Decline Is A Choice, America 250, And More

On May 19, 2026, the President Trump signed the EO Restoring Integrity to America’s Financial System which focuses on the "non-work authorized population" and the risk they pose to US Financial Insstitutions:

Section 1 - It has been the policy of the US to adopt tailored measures to safeguard our financial system from illicit use as well as to promote safe and sound lending and other practices by financial institutions. It is the duty of financial institutions to be aware of inadmissible and removable alien populations and their impact on the US financial system.

Section 2 - Defines Federal Functional Financial Regulator to mean Board of Governors of the Federal Reserve System, the Office of the Comptroller of the Currency, the Federal Deposit Insurance Corporation (FDIC), and the National Credit Union Administration.

Section 3 - Tasks the Secretary of the Treasury to issue formal Advisory to financial institutions within 60 days of this EO, describing specific red flags associated with suspicious activity in the following categories: 1) payroll tax evasion including failure to withhold or remit Federal taxes for non-work authorized individuals; 2) use of foreign-identify documents designed to obfuscate the identity of the ultimate beneficiary; 3) unregistered money services businesses intended to bypass Bank Secrecy Act reporting; 4) structuring and microstructuring (repetitive sub-threshold cash withdrawals or deposits); 5) patterns indicating labor trafficking or forced labor; 6) use of individual taxpayer identification numbers (instead of Social Security number or valid work-authorized visa) to open accounts where applicant lacks verified lawful immigration status. Tasks the Secretary of the Treasury to propose changes to applicable implementing regulations of the Bank Secrecy Act within 60 days that insure: 1) institutions collect and verify sufficient customer identity to assess risks; and 2) institutions maintain authority to obtain additional info including whether the account holder possesses lawful immigration status. Tasks the Secretary of the Treasury to consider changes to the Bank Secrecy Act to strengthen risk-based customer ID program requirements for covered financial institutions within 180 days.

Section 4 - tasks the Consumer Financial Protection Bureau to consider clarifying that potential deportation and loss of wages are factors that could adversely affect a non-work authorized borrower's ability to repay and that lenders consider such factors as part of their underwriting determination. Within 60 days of this EO, each Federal functional financial regulator shall issue guidance regarding the management of the potential credit risks posed by the non-work authorized population.

Trump Restores Integrity to America’s Financial System explains the EO secures our financial system from illicit activity, strengthens customer ID requirements, and addresses credit risks from non-work authorized illegal aliens. It also restores banking integrity by cracking down on illicit activity and ending extension of credit to high-risk borrowers. Finally, this EO makes the US the financial innovation capital of the world and insures financial institutions do not deny or restrict their services based on political beliefs, religious affiliations, or lawful business activity.

On May 19, 2026, the President Trump signed the EO Integrating Financial Technology Innovation into Regulatory Frameworks

Section 1 - identifies a need for the Federal Government to update regulations to allow integration of digital assets and innovative technology in financial services and payment systems by removing overly burdensome and fragmented regulations and supervisory practices blocking these types of financial services.

Section 2 - Defines FinTech (Financial Technology) firms, banks, credit unions, financial products and services, and Federal financial regulators.

Section 3 - Tasks the head of each Federal financial regulator to conduct a review of existing regulations, practices, and processes identifying those that need to be updated to facilitate innovation and competition within 90 days of this EO. Within 180 days, take steps as identified to encourage FinTech innovation.

Section 4 - Tasks the Board of Governors of the Federal Reserve System (FRB) to conduct a comprehensive evaluation of the framework governing access to Reserve Bank payment accounts and services by uninsured depository institutions and non-bank financial companies. Then, within 120 days the FRB is requested to submit a report to the President with findings, options, and recommendations.

Trump Integrates Financial Technology Innovation into Regulatory Frameworks explains this EO breaks barriers for financial technology innovation and competition, promotes financial innovation and cuts out regulatory protections for incumbents, and insures the US leads the world in financial innovation.

On May 19, 2026, the President Trump signed the Proclamation To Implement Certain Provisions in the Consolidated Appropriations Act, 2026, and for Other Purposes extending duty-free treatment to beneficiary sub-Saharan African countries identified by the President through December 31, 2026. This proclamation reinstates the Government of Gabon as a beneficiary sub-Saharan African country based on the steps they have taken to meet eligibility requirements. Duty-free treatment is also extended to Haiti through December 31, 2026.

On May 19, 2026, the White House published the Presidential Message on World Trade Week stating that the US has now built the most powerful economy. This World Trade Week, the US renews its commitment to expand US prosperity through strong trade policies that put America First. Last year, President Trump issued a Proclamation for World Trade week (discussed in my May 25, 2025 ANP Article). This year President Trump writes in his message:

On May 19, 2026, the White House published the release Decline Is a Choice: President Trump Restores Pride and Beauty to America’s Capital recognizing that the US capital has been allowed to be marred by crime, graffiti, and crumbling infrastructure. President Trump is showing that this decline was a choice made by the previous administrations. He has worked tirelessly to restore the White House while adding much needed infrastructure. He slashed the "fix the Reflecting Pool" costs (both time and money) and the restored Reflecting Pool will be open in time for July 4, 2026. Now he has set his eyes on the cascading fountain at Meridian Hill Park. President Trump is rekindling national pride in DC, the city that represents the United States Republic. As a nation, President Trump says we will not settle for inferiority in the city that embodies our republic. Making America Great Again includes our capital being beautiful and safe; worthy of representing the greatest nation on Earth. Well, both chambers of Congress were in session May 19, 2026. 

Do you think they addressed the SAVE America Act? Nope. 

Do you think members of Congress who are up for reelection in November (and are subject to a state primary before then) are learning anything by the vote results so far? Nope. They don't seem to be able to correlate their absolute failure to not only protect the votes of US Citizens but pass those actions We The People elected President Trump to accomplish with the fact that those same Citizens are primarying them out of office.

What are the chances that come Thursday, May 21, 2026, both chambers of Congress will give themselves either a 4-day weekend, adding this Friday, May 22, 2026 to the Monday Memorial Day holiday? Don't they deserve the extra time off? They've been working hard to avoid all the legislation We The People want passed.

On May 19, 2026, the White House published the statement Congressional Bills H.R. 972, H.R. 2066 and H.R. 2815 Signed into Law:

HR972Sloan Canyon Conservation and Lateral Pipeline Act was introduced by Dina Titus (D-NV-1) on February 4, 2025 with no cosponsors. This bill is summarized as follows:

  • This bill expands the boundaries of the Sloan Canyon National Conservation Area in Clark County, Nevada, and grants rights-of-way through the conservation area and other land administered by the Bureau of Land Management (BLM) for the construction of a water transmission pipeline and related facilities.
  • Specifically, the bill requires the BLM to grant certain rights-of-way to the Southern Nevada Water Authority (SNWA) for the purposes of (1) performing geotechnical investigations within the rights-of-way, and (2) constructing and operating a water pipeline and related facilities. 
  • Rights-of-way may not be located through or under areas designated as wilderness, and construction of the pipeline may not permanently adversely affect surface resources within the conservation area. The BLM may place other reasonable terms and conditions on the issuance of rights-of-way as necessary to protect the conservation area’s resources. 
  •  In tunneling the water pipeline, SNWA may excavate and dispose of sand, gravel, minerals, and other materials as needed. The BLM must enter into a memorandum of understanding with SNWA to identify federal land on which SNWA may dispose of such materials. 
  • The bill also adds approximately 9,290 acres of land to the conservation area. This expansion of the conservation area is subject to valid existing rights (e.g., utility transmission rights), must not preclude authorized activities within existing rights-of-way or corridors, and must not preclude the BLM from authorizing new utility rights-of-way.

HR2066 - Investing in All of America Act of 2025 was introduced by Daniel Meuser (R-PA-9) on March 11, 2025. The bill has 8 cosponsors (4 Republican and 4 Democrat). This bill is summarized as follows:

  • This bill modifies the limit on the amount of financing available to a Small Business Investment Company (SBIC) from the Small Business Administration (SBA). It also expands the definition of private capital with respect to SBICs.
  • Specifically, the bill reduces the maximum outstanding financing available to an SBIC from 300% to 200% of the SBIC's private capital. The bill increases from $350 million to $450 million the maximum financing available to two or more commonly controlled SBICs that make quarterly or semiannual interest payments.
  • The bill also expands the amounts that may be excluded from the calculation of the financing limit to include the amounts an SBIC invests in (1) rural areas, (2) certain technology categories, or (3) small manufacturers. The bill revises the cap on such excluded amounts to the lesser of $125 million or the aggregate of 50% of the private capital of the SBIC.
  • Additionally, the bill expands what is considered the private capital of an SBIC to include funds obtained from the business revenue of additional government-sponsored corporations and funds invested by the trust or endowment of a college or university.

HR2815 - Cape Fox Land Entitlement Finalization Act of 2025 was introduced by Nicholas Begich (R-AK-AtLarge) on April 10, 2025. The bill has no cosponsors. This bill is summarized as follows:

  • This bill waives a statutory core township selection requirement for the Cape Fox Corporation and allows Cape Fox to receive other lands to fulfill its remaining land entitlement. Cape Fox is an Alaska Native village corporation for the Alaska Native village of Saxman, Alaska.
  • Specifically, the bill states that Cape Fox shall not be required to receive its previously selected land of approximately 185 acres located within the township in which the Alaska Native village of Saxman, Alaska, is located. Instead, the bill allows Cape Fox to receive land outside of Cape Fox's current exterior selection boundary upon written notice of the new selection to the Department of the Interior. 
  • In particular, if Cape Fox submits written notice of its selection of approximately 180 acres of surface land within the Tongass National Forest in Alaska to Interior within 90 days of the bill's enactment, then Interior must convey the federal land to Cape Fox. Upon conveyance of the surface estate of the federal land to Cape Fox, Interior must convey the subsurface estate of the federal land to Sealaska Corporation (the Alaska Native regional corporation representing southeastern Alaska).

A direct consequence after the Burning of the HMS Gaspee (discussed in my May 19, 2026 ANP Article) was the creation of the Committees of Correspondence by the colonists.

The first committee was established in 1764 in Boston to oppose the Currency Act as well as reforms the British customs service imposed. In 1765, when the Stamp Act was enacted, the Province of New York created it's committee and urged patriots to resist the new taxes. Once the crisis was over, the committee disbanded.

After the Boston Massacre (discussed in my March 13, 2026 ANP Article), the Loyal Nine (discussed in my March 28, 2026 ANP Article) worked to establish the first long-standing committee. With the assistance of Samuel Adams (discussed in my September 15, 2025 ANP Article), this committee was approved in October 1772. By spring 1773, other colonies created their own committees. By 1774, North Carolina and Pennsylvania finally established committees.

Together, these committees formed a great network for the Patriots to share information on British actions and movements, turning individual actions into coordinated action making revolution possible. These committees enabled the planning it took to convene the First Continental Congress in September 1774 (discussed in my May 8, 2026 ANP Article).
