"Drill, Baby, Drill" President Trump Unleashes America's Natural Energy and Minerals

President Trump issued a Proclamation on April 8, 2025REGULATORY RELIEF FOR CERTAIN STATIONARY SOURCES TO PROMOTE AMERICAN ENERGYdeclaring:

1. Coal-fired electricity generation is essential to ensuring that our Nations grid is reliable and that electricity is affordable for the American people, and to promoting our Nations energy security. The Federal Government plays a pivotal role in ensuring that the Nations power supply remains secure and reliable. Forcing energy producers to comply with unattainable emissions controls jeopardizes this mission.

2. On May 7, 2024, the Environmental Protection Agency published a final rule titled National Emissions Standards for Hazardous Air Pollutants: Coal- and Oil-Fired Electric Utility Steam Generating Units Review of the Residual Risk and Technology Review, 89 FR 38508 (Rule), which amended the preexisting Mercury and Air Toxics Standards (MATS) rule to make it more stringent. The Rules effective date was July 8, 2024. Id. Its compliance date is July 8, 2027, 3 years after its effective date. See 89 FR 38519.

3. The Rule places severe burdens on coal-fired power plants and, through its indirect effects, on the viability of our Nations coal sector. Specifically, the Rule requires compliance with standards premised on the application of emissions-control technologies that do not yet exist in a commercially viable form. The current compliance timeline of the Rule therefore raises the unacceptable risk of the shutdown of many coal-fired power plants, eliminating thousands of jobs, placing our electrical grid at risk, and threatening broader, harmful economic and energy security effects. This in turn would undermine our national security, as these effects would leave America vulnerable to electricity demand shortages, increased dependence on foreign energy sources, and potential disruptions of our electricity and energy supplies, particularly in times of crisis.

NOW, THEREFORE, I, DONALD J. TRUMP, President of the United States of America, by the authority vested in me by the Constitution and the laws of the United States of America, including section 112(i)(4) of the Clean Air Act, 42 U.S.C. 7412(i)(4), do hereby proclaim that certain stationary sources subject to the Rule, as identified in Annex I of this proclamation, are exempt from compliance with the Rule for a period of 2 years beyond the Rules compliance date i.e., for the period beginning July 8, 2027, and concluding July 8, 2029 (Exemption). The effect of this Exemption is that, during this 2-year period, these stationary sources are subject to the compliance obligations that they are currently subject to under the MATS as the MATS existed prior to the Rule. In support of this Exemption, I hereby make the following determinations:

a. The technology to implement the Rule is not available. Such technology does not exist in a commercially viable form sufficient to allow implementation of and compliance with the Rule by its compliance date of July 8, 2027.

b. It is in the national security interests of the United States to issue this Exemption for the reasons stated in paragraph 3 of this proclamation.

Today, President Donald J. Trump signed a proclamation granting two-years of relief from a stringent Biden-era environmental rule to certain coal-fired power plants, safeguarding the Nations energy grid and security, and saving coal plants from closure.

  • The proclamation allows certain coal plants to comply with a less stringent version of the Environmental Protection Agencys (EPA) Mercury and Air Toxics Standards (MATS) rule for two years, instead of the more onerous version put in place by the Biden Administration.
  • The move ensures these plants are not prematurely forced offline due to unattainable compliance requirements under the new rule.

ADDRESSING THE THREAT TO NATIONAL SECURITY AND ENERGY STABILITY: President Trump recognizes that environmental advocate overreach jeopardizes Americas energy reliability, economic vitality, and national security.

  • Coal is essential to our Nations grid, making up 16% of U.S. electricity generation.
  • Compliance with the Biden-era standards requires the application of emissions-control technologies that, for many coal plants, are not commercially viable.
  • The current compliance timeline of the Biden-era rule could force widespread coal plant shutdowns, risking thousands of jobs and the stability of our electrical grid.
  • These shutdowns could lead to electricity shortages, increased reliance on foreign energy, and heightened vulnerability during crises.
  • This relief is necessary to maintain operational coal plants, protect energy security, and allow time for viable technology solutions, avoiding broader risks to Americas economy and defense readiness.

BALANCING ENVIRONMENTAL STANDARDS WITH AMERICAN PROSPERITY: President Trump has consistently prioritized a pragmatic approach, ensuring environmental policies support rather than undermine Americas economic strength and national security.

  • President Trump has sought to protect American industries while maintaining standards that allow Americans to have among the cleanest air and water in the world.
  • He directed the EPA to repeal the Obama-era Clean Power Plan during his first term, replacing it with the Affordable Clean Energy rule in 2019 that set achievable standards to preserve jobs while addressing emissions.
  • He paused the expansion of windmills, recognizing their detrimental environmental impact, particularly on wildlife, often outweighs their benefits.
  • He has championed an energy dominance strategy, boosting domestic oil and gas production to reduce reliance on foreign energy while maintaining practical environmental oversight.
  • His approach encourages industry to develop cost-effective solutions like improved emissions technologies rather than imposing unfeasible mandates that risk economic disruption.

The need for this proclamation is a perfect example of what the deep state has been doing. On January 31, 2025 President Trump issued EOUNLEASHING PROSPERITY THROUGH DEREGULATIONin which he explained:

The ever-expanding morass of complicated Federal regulation imposes massive costs on the lives of millions of Americans, creates a substantial restraint on our economic growth and ability to build and innovate, and hampers our global competitiveness. Despite the magnitude of their impact, these measures are often difficult for the average person or business to understand, as they require synthesizing the collective meaning not just of formal regulations but also rules, memoranda, administrative orders, guidance documents, policy statements, and interagency agreements that are not subject to the Administrative Procedure Act, further increasing compliance costs and the risk of costs of non-compliance. It is the policy of my Administration to significantly reduce the private expenditures required to comply with Federal regulations to secure Americas economic prosperity and national security and the highest possible quality of life for each citizen. To that end, it is important that for each new regulation issued, at least 10 prior regulations be identified for elimination. This practice is to ensure that the cost of planned regulations is responsibly managed and controlled through a rigorous regulatory budgeting process.

Then made it policy:

. . . to be prudent and financially responsible in the expenditure of funds, from both public and private sources, and to alleviate unnecessary regulatory burdens placed on the American people.

Declaring:

Unless prohibited by law, whenever an executive department or agency (agency) publicly proposes for notice and comment or otherwise promulgates a new regulation, it shall identify at least 10 existing regulations to be repealed.

Since the deep state agents support their over-burdening "not-made-law-by-Congress" regulations, it means President Trump has to micromanage them yet again to remove regulations that unfairly burden US Citizens as they go about living their lives.

Since President Trump took office January 20, 2025, he has written 9 Executive Orders to unleash America's Energy resources. We begin with EO #14156 of January 20, 2025Declaring a National Energy Emergencyin which President Trump declared:

The energy and critical minerals (energy) identification, leasing, development, production, transportation, refining, and generation capacity of the United States are all far too inadequate to meet our Nations needs. We need a reliable, diversified, and affordable supply of energy to drive our Nations manufacturing, transportation, agriculture, and defense industries, and to sustain the basics of modern life and military preparedness. Caused by the harmful and shortsighted policies of the previous administration, our Nations inadequate energy supply and infrastructure causes and makes worse the high energy prices that devastate Americans, particularly those living on low- and fixed-incomes.

This active threat to the American people from high energy prices is exacerbated by our Nations diminished capacity to insulate itself from hostile foreign actors. Energy security is an increasingly crucial theater of global competition. In an effort to harm the American people, hostile state and non-state foreign actors have targeted our domestic energy infrastructure, weaponized our reliance on foreign energy, and abused their ability to cause dramatic swings within international commodity markets. An affordable and reliable domestic supply of energy is a fundamental requirement for the national and economic security of any nation.

The integrity and expansion of our Nations energy infrastructure - from coast to coast - is an immediate and pressing priority for the protection of the United States national and economic security. It is imperative that the Federal government puts the physical and economic wellbeing of the American people first.

Moreover, the United States has the potential to use its unrealized energy resources domestically, and to sell to international allies and partners a reliable, diversified, and affordable supply of energy. This would create jobs and economic prosperity for Americans forgotten in the present economy, improve the United States trade balance, help our country compete with hostile foreign powers, strengthen relations with allies and partners, and support international peace and security. Accordingly, our Nations dangerous energy situation inflicts unnecessary and perilous constraints on our foreign policy.

The policies of the previous administration have driven our Nation into a national emergency, where a precariously inadequate and intermittent energy supply, and an increasingly unreliable grid, require swift and decisive action. Without immediate remedy, this situation will dramatically deteriorate in the near future due to a high demand for energy and natural resources to power the next generation of technology. The United States ability to remain at the forefront of technological innovation depends on a reliable supply of energy and the integrity of our Nations electrical grid. Our Nations current inadequate development of domestic energy resources leaves us vulnerable to hostile foreign actors and poses an imminent and growing threat to the United States prosperity and national security.

These numerous problems are most pronounced in our Nations Northeast and West Coast, where dangerous State and local policies jeopardize our Nations core national defense and security needs, and devastate the prosperity of not only local residents but the entire United States population. The United States insufficient energy production, transportation, refining, and generation constitutes an unusual and extraordinary threat to our Nations economy, national security, and foreign policy. In light of these findings, I hereby declare a national emergency.

    • The term energy or energy resources means crude oil, natural gas, lease condensates, natural gas liquids, refined petroleum products, uranium, coal, biofuels, geothermal heat, the kinetic movement of flowing water, and critical minerals, as defined by 30 U.S.C. 1606 (a)(3).
    • The term production means the extraction or creation of energy.
    • The term transportation means the physical movement of energy, including through, but not limited to, pipelines.
    • The term refining means the physical or chemical change of energy into a form that can be used by consumers or users, including, but not limited to, the creation of gasoline, diesel, ethanol, aviation fuel, or the beneficiation, enrichment, or purification of minerals.
    • The term generation means the use of energy to produce electricity or thermal power and the transmission of electricity from its site of generation.
    • The term energy supply means the production, transportation, refining, and generation of energy.

The heads of executive departments and agencies (agencies) shall identify and exercise any lawful emergency authorities available to them, as well as all other lawful authorities they may possess, to facilitate the identification, leasing, siting, production, transportation, refining, and generation of domestic energy resources, including, but not limited to, on Federal lands. If an agency assesses that use of either Federal eminent domain authorities or authorities afforded under the Defense Production Act (Public Law 81-774, 50 U.S.C. 4501 et seq.) are necessary to achieve this objective, the agency shall submit recommendations for a course of action to the President, through the Assistant to the President for National Security Affairs.

1. EOUnleashing Alaska's Extraordinary Resource Potentialof January 20, 2025 by:

  • fully avail itself of Alaskas vast lands and resources for the benefit of the Nation and the American citizens who call Alaska home;
  • efficiently and effectively maximize the development and production of the natural resources located on both Federal and State lands within Alaska;
  • expedite the permitting and leasing of energy and natural resource projects in Alaska; and
  • prioritize the development of Alaskas liquified natural gas (LNG) potential, including the sale and transportation of Alaskan LNG to other regions of the United States and allied nations within the Pacific region.

2. EOUnleashing American Energyof January 20, 2025 by:

    • to encourage energy exploration and production on Federal lands and waters, including on the Outer Continental Shelf, in order to meet the needs of our citizens and solidify the United States as a global energy leader long into the future;
    • to establish our position as the leading producer and processor of non-fuel minerals, including rare earth minerals, which will create jobs and prosperity at home, strengthen supply chains for the United States and its allies, and reduce the global influence of malign and adversarial states;
    • to protect the United Statess economic and national security and military preparedness by ensuring that an abundant supply of reliable energy is readily accessible in every State and territory of the Nation;
    • to ensure that all regulatory requirements related to energy are grounded in clearly applicable law;
    • to eliminate the electric vehicle (EV) mandate and promote true consumer choice, which is essential for economic growth and innovation, by removing regulatory barriers to motor vehicle access; by ensuring a level regulatory playing field for consumer choice in vehicles; by terminating, where appropriate, state emissions waivers that function to limit sales of gasoline-powered automobiles; and by considering the elimination of unfair subsidies and other ill-conceived government-imposed market distortions that favor EVs over other technologies and effectively mandate their purchase by individuals, private businesses, and government entities alike by rendering other types of vehicles unaffordable;
    • to safeguard the American peoples freedom to choose from a variety of goods and appliances, including but not limited to lightbulbs, dishwashers, washing machines, gas stoves, water heaters, toilets, and shower heads, and to promote market competition and innovation within the manufacturing and appliance industries;
    • to ensure that the global effects of a rule, regulation, or action shall, whenever evaluated, be reported separately from its domestic costs and benefits, in order to promote sound regulatory decision making and prioritize the interests of the American people;
    • to guarantee that all executive departments and agencies (agencies) provide opportunity for public comment and rigorous, peer-reviewed scientific analysis; and
    • to ensure that no Federal funding be employed in a manner contrary to the principles outlined in this section, unless required by law.

3. EO#14241 Immediate Measures to Increase American Mineral Productionof March 3, 2025 orders:

The United States possesses vast mineral resources that can create jobs, fuel prosperity, and significantly reduce our reliance on foreign nations. Transportation, infrastructure, defense capabilities, and the next generation of technology rely upon a secure, predictable, and affordable supply of minerals. The United States was once the worlds largest producer of lucrative minerals, but overbearing Federal regulation has eroded our Nations mineral production. Our national and economic security are now acutely threatened by our reliance upon hostile foreign powers mineral production. It is imperative for our national security that the United States take immediate action to facilitate domestic mineral production to the maximum possible extent.

This order also establishes additional definitions:

      • Mineral means a critical mineral, as defined by 30 U.S.C. 1606(a)(3), as well as uranium, copper, potash,gold, and any other element, compound or material as determined by the Chair of the National Energy Dominance Council (NEDC).
      • Mineral production means the mining, processing, refining, and smelting of minerals, and the production of processed critical minerals and other derivative products.
      • The term processed minerals refers to minerals that have undergone the activities that occur after mineral ore is extracted from a mine up through its conversion into a metal, metal powder, or a master alloy. These activities specifically occur beginning from the point at which ores are converted into oxide concentrates, separated into oxides, and converted into metals, metal powders, and master alloys.
      • The term derivative products includes all goods that incorporate processed minerals as inputs. These goods include semi-finished goods (such as semiconductor wafers, anodes, and cathodes) as well as final products (such as permanent magnets, motors, electric vehicles, batteries, smartphones, microprocessors, radar systems, wind turbines and their components, and advanced optical devices).

This order as an accompanying Fact Sheet President Donald J. Trump Takes Immediate Action to Increase American Mineral Production of March 20, 2025 which further explains:

INCREASING AMERICAN MINERAL PRODUCTION: Today, President Donald J. Trump signed an Executive Order to boost American mineral production, streamline permitting, and enhance national security.

  • Agencies shall compile a list of all mineral production projects that have submitted a plan of operations, permit application, or any other approval request to that agency in order to expedite the review and advancement of those projects in coordination with the National Energy Dominance Council (NEDC).
  • Additional mineral production projects will be considered for FAST-41 status to streamline permitting.
  • New recommendations will be provided to Congress regarding treatment of waste rock, tailings, and mine waste disposal under the Mining Act of 1872.
  • The Secretary of the Interior will prioritize mineral production activities over other types of activities on Federal lands that hold critical mineral deposits.
  • The Secretary of Defense, Secretary of Energy, Secretary of Agriculture, and Secretary of the Interior shall identify additional sites that might be suitable for mineral production activities that can be permitted as soon as possible.
  • The Defense Production Act (DPA) will be used to expand domestic mineral production capacity.
  • Financing, loans, and investment support will be provided for new mineral production projects, including a dedicated critical minerals fund established through the United States International Development Finance Corporation in collaboration with the Department of Defense.
  • The Trump Administration will coordinate with private industry to ensure a stable and resilient domestic supply chain for critical materials, including critical minerals.
  • Minerals covered by the order include critical minerals, uranium, copper, potash, gold, and any other element, compound, or material as determined by the Chair of the NEDC, such as coal.

SECURING AMERICAS MINERAL FUTURE: President Trump is boosting domestic mineral production to reduce U.S. reliance on foreign minerals, enhance national security, and create jobs.

  • Demand for critical minerals has been dubbed the gold rush of the 21st century due to their importance in emerging technologies.
  • The United States currently imports a significant portion of its minerals from foreign countries, creating economic and security risks, despite possessing a vast supply of critical minerals.
  • The United States is 100% import-reliant on at least 15 critical minerals, and imports of nonfuel mineral commodities make up more than half of U.S. consumption.
  • U.S. capacity utilization for the metal mining industry has declined for years.
  • China, Iran, and Russia control large deposits of several minerals critical to the U.S., posing a national security risk.
  • 70% of U.S. imports of rare earths come from China.
  • A strong domestic mineral production industry would ensure U.S. companies can compete globally without overly relying on foreign supply chains.
  • Critical minerals are essential for U.S. military readiness, as they are key components in fighter jets, satellites, submarines, smart bombs, and missile guidance systems.

PRIORITIZING U.S. NATIONAL SECURITY: President Trump is committed to ending American dependence on hostile foreign powers for critical minerals.

  • Immediately upon returning to office, President Trump signed an Executive Order to make the U.S. the leading producer and processor of non-fuel minerals, including rare earth minerals.
  • President Trump also signed an Executive Order advancing the Ambler Access Project, a 211-mile industrial road through Northwest Alaska that enables commercial mining for copper, zinc and other materials.

This builds on actions President Trump took in his first term:

  • In 2017, President Trump implemented a Federal strategy to ensure secure and reliable supplies of critical minerals.
  • In 2019, President Trump signed five Presidential Determinations finding that domestic production of rare earth elements and materials is essential to the national defense.
  • In 2020, President Trump declared a National Emergency to expand the domestic mining industry, support mining jobs, alleviate unnecessary permitting delays, and reduce our Nations dependence on China for critical minerals.

4. Apparentlysomestates are actively working against the Energy EO, so President Trump had to address this problem with EOProtecting American Energy From State Overreachof April 8, 2025 begins with identifying what states are doing that impede implementation of these EOs:

My Administration is committed to unleashing American energy, especially through the removal of all illegitimate impediments to the identification, development, siting, production, investment in, or use of domestic energy resources particularly oil, natural gas, coal, hydropower, geothermal, biofuel, critical mineral, and nuclear energy resources. An affordable and reliable domestic energy supply is essential to the national and economic security of the United States, as well as our foreign policy. Simply put, Americans are better off when the United States is energy dominant.

American energy dominance is threatened when State and local governments seek to regulate energy beyond their constitutional or statutory authorities. For example, when States target or discriminate against out-of-State energy producers by imposing significant barriers to interstate and international trade, American energy suffers, and the equality of each State enshrined by the Constitution is undermined. Similarly, when States subject energy producers to arbitrary or excessive fines through retroactive penalties or seek to control energy development, siting, or production activities on Federal land, American energy suffers.

Many States have enacted, or are in the process of enacting, burdensome and ideologically motivated climate change or energy policies that threaten American energy dominance and our economic and national security. New York, for example, enacted a climate change extortion law that seeks to retroactively impose billions in fines (erroneously labelled compensatory payments) on traditional energy producers for their purported past contributions to greenhouse gas emissions not only in New York but also anywhere in the United States and the world. Vermont similarly extorts energy producers for alleged past contributions to greenhouse gas emissions anywhere in the United States or the globe.

Other States have taken different approaches in an effort to dictate national energy policy. California, for example, punishes carbon use by adopting impossible caps on the amount of carbon businesses may use, all but forcing businesses to pay large sums to trade carbon credits to meet Californias radical requirements. Some States delay review of permit applications to produce energy, creating de facto barriers to entry in the energy market. States have also sued energy companies for supposed climate change harm under nuisance or other tort regimes that could result in crippling damages.

These State laws and policies weaken our national security and devastate Americans by driving up energy costs for families coast-to-coast, despite some of these families not living or voting in States with these crippling policies. These laws and policies also undermine Federalism by projecting the regulatory preferences of a few States into all States. Americans must be permitted to heat their homes, fuel their cars, and have peace of mind free from policies that make energy more expensive and inevitably degrade quality of life.

These State laws and policies try to dictate interstate and international disputes over air, water, and natural resources; unduly discriminate against out-of-State businesses; contravene the equality of States; and retroactively impose arbitrary and excessive fines without legitimate justification.

These State laws and policies are fundamentally irreconcilable with my Administrations objective to unleash American energy. They should not stand.

The order then directs the AG and others to:

. . . identify all State and local laws, regulations, causes of action, policies, and practices (collectively, State laws) burdening the identification, development, siting, production, or use of domestic energy resources that are or may be unconstitutional, preempted by Federal law, or otherwise unenforceable. The Attorney General shall prioritize the identification of any such State laws purporting to address climate change or involving environmental, social, and governance initiatives, environmental justice, carbon or greenhouse gas emissions, and funds to collect carbon penalties or carbon taxes.The Attorney General shall expeditiously take all appropriate action to stop the enforcement of State laws and continuation of civil actions identified in subsection (a) of this section that the Attorney General determines to be illegal.

PROTECTING AMERICAN ENERGY FROM STATE INTERFERENCE: Today, President Donald J. Trump signed an Executive Order aimed at securing Americas energy dominance by removing unlawful and burdensome state-level impediments to domestic energy production.

  • The Order directs the Attorney General to identify and take action against state laws and policies that burden the use of domestic energy resources and that are unconstitutional, preempted by federal law, or otherwise unenforceable.
  • The Attorney General will prioritize taking action against laws and policies purporting to address climate change policies, or involving environmental, social, and governance initiatives, environmental justice, carbon or greenhouse gas emissions, and funds to collect carbon penalties or carbon taxes.
  • The Attorney General will submit a report to the President detailing actions taken and additional recommendations to protect American energy pursuant to the Order in 60 days.

STRENGTHENING NATIONAL AND ECONOMIC SECURITY THROUGH ENERGY: President Trump believes that an affordable and reliable domestic energy supply is vital to Americas national security, economic prosperity, and foreign policy.

  • When states purport to regulate energy beyond their constitutional or statutory authorities, American energy suffers.
  • States like New York and Vermont have imposed retroactive climate change extortion laws on energy producers for those producers alleged past contributions to greenhouse gas emissions, while California enforces restrictive carbon caps that punish businesses.
  • These state policies raise energy prices, disrupt supply reliability, and degrade quality of life for families nationwide.
  • Affordable energy is essential for heating homes, fueling vehicles, and powering industries, all of which are jeopardized by ideologically-driven state laws.
  • By removing unconstitutional state impediments to American energy production, the United States can secure a prosperous future for all Americans.

STOPPING STATE OVERREACH: President Trump is committed to halting efforts by individual states to impose their regulatory preferences on the entire nation, defending federalism, and safeguarding Americans from overreaching, ideologically driven state policies.

  • He signed an Executive Order overriding disastrous California policies in order to fight and prevent massive wildfires in southern California.
  • He signed an Executive Order threatening to revoke federal funding from sanctuary states and cities that refuse to comply with federal immigration law.
  • His administration is working to block efforts by California to set its own vehicle emissions standards that would have forced automakers across the country to comply with the states extreme environmental rules.

5. EOReinvigorating America's Beautiful Clean Coal Industry and Amending Executive Order 14241of April 8, 2025 declares:

A strong national defense depends on a robust economy and price stability, a resilient manufacturing and defense industrial base, and secure domestic supply chains. Critical minerals, including rare earth elements, in the form of processed minerals are essential raw materials and critical production inputs required for economic and national security. Critical mineral oxides, oxalates, salts, and metals (processed critical minerals), as well as their derivative products the manufactured goods incorporating them are similarly foundational to United States national security and defense. But processed critical minerals and their derivative products face significant global supply chain vulnerabilities and market distortions due to reliance on a small number of foreign suppliers. These vulnerabilities and distortions have led to significant United States import dependencies. The dependence of the United States on imports and the vulnerability of our supply chains raises the potential for risks to national security, defense readiness, price stability, and economic prosperity and resilience. They are key building blocks of our manufacturing base and foundational to sectors ranging from transportation and energy to telecommunications and advanced manufacturing. These economic sectors are, moreover, foundational to Americas national security. Processed critical minerals and their derivative products are essential for national security because they are foundational to military infrastructure, energy infrastructure, and advanced defense systems and technologies. They are key building blocks of our defense industrial base and integral to applications such as jet engines, missile guidance systems, advanced computing, radar systems, advanced optics, and secure communications equipment. The United States manufacturing and defense industrial bases remain dependent on foreign sources for processed critical mineral products. Many of these foreign sources are at risk of serious, sustained, and long-term supply chain shocks. Should the United States lose access to processed critical minerals from foreign sources, the United States commercial and defense manufacturing base for derivative products could face significant shortages and an inability to meet demand. Associated risks arise from a variety of factors.

      1. global supply chains are prone to disruption from geopolitical tensions, wars, natural disasters, pandemics, and trade conflicts.
      2. major global foreign producers of processed critical minerals have engaged in widespread price manipulation, overcapacity, arbitrary export restrictions, and the exploitation of their supply chain dominance to distort world markets and thereby gain geopolitical and economic leverage over the United States and other competitors that depend on processed critical minerals to manufacture derivative products essential to their economic and national security and national defense. Therefore, the import dependence of the United States on processed critical minerals from foreign sources may pose a serious national security risk to the United States economy and defense preparedness.
      3. the risks arising from Americas import dependence on processed critical minerals also extend to derivative products that are integral to the United States economy and economic and national security.

For the United States to manufacture derivative products, it must have ready access to an affordable, resilient, and sustainable supply of processed critical minerals. Simultaneously, a resilient and sustainable manufacturing base for derivative products is vital to creating a stable demand base for processed critical minerals. Both must coexist to ensure economic stability and national security. Finally, overreliance on a small number of geographic regions amplifies the risks posed by geopolitical instability and regional disruptions. In light of the above risks and realities, an investigation under section 232 of the Act (section 232) is necessary to determine whether imports of processed critical minerals and their derivative products threaten to impair national security.

      • strengthening partnerships with allies and industry to counter Chinas growing influence over seabed mineral resources and to ensure United States companies are well-positioned to support allies and partners interested in developing seabed minerals responsibly in areas within their national jurisdictions, including their EEZs.

It appears that President Trump is doing everything he can to direct those in the Executive Branch to eliminate burdensome regulations, open up the US interior for mining & drilling, and force states to comply with Federal Policy, Laws, Rules, Regulations, etc.

I did not realize how much of our natural resources were shut down during the Biden Administration. Every green dot on the map above indicates an area where the Biden Administration shut down companies looking to extract our natural resources. No wonder mining companies are mining for gold and other natural resources in Canada (which has over burdensome regulations as well) instead of in the US! These EOs will open the US to begin utilizing our own natural resources rather than paying other countries for theirs (with offensively high tariff rates).
